State–Church relations during the political transformation in Poland (1989–1998) in Parliamentary Discourse

Niniejsza praca omawia kształtowanie się relacji państwo-kościół w okresie transformacji ustrojowej w Polsce w latach 1989-1998. Skupia się ona na najważniejszych dla kształtowania charakteru tych relacji aktach prawnych przyjmowanych przez Sejm RP oraz Zgromadzenie Narodowe, na przełomie lat osiemdziesiątych i dziewięćdziesiątych XX wieku. Praca ta zarysowuje sytuację kościoła pod koniec PRLu, a następnie przedstawia kontekst i znaczenie szeregu dokumentów, rozpoczynając od ustawy z 1993 roku o planowaniu rodziny, ochronie płodu ludzkiego i warunkach dopuszczalności przerywania ciąży, przez Konstytucję Rzeczypospolitej Polskiej z 1997 roku, kończąc na Konkordacie między Stolicą Apostolską a Rzeczpospolitą Polską z 1993 roku. Poszczególne rozdziały poddają szczegółowej analizie debatę parlamentarną nad powyższymi dokumentami i prezentowane podczas niej wybrane stanowiska klubów i kół parlamentarnych. Celem niniejszej pracy było ustalenie jakie stanowiska wobec poszczególnych projektów zajmowały stronnictwa parlamentarne, jakimi posługiwały się argumentami oraz narracjami. Co więcej celem pracy było także ustalenie czy stanowisko wobec jednego projektu determinowało stanowiska wobec pozostałych. W przeprowadzonych badaniach niniejsza praca posługuje się źródłami pierwotnymi, dokumentami, w szczególności stenogramami parlamentarnymi z lat 1993-1998, a także źródłami wtórnymi.

This thesis discusses the development of state–church relations during the period of political transformation in Poland between 1989 and 1998. It focuses on the most significant legal acts shaping the nature of these relations, adopted by the Polish Sejm and the National Assembly at the turn of the 1980s and 1990s. The thesis outlines the situation of the Church at the end of the Polish People's Republic (PRL) and then presents the context and significance of a number of documents—beginning with the 1993 Act on Family Planning, Protection of the Human Fetus, and Conditions for the Admissibility of Abortion, followed by the 1997 Constitution of the Republic of Poland, and concluding with the Concordat between the Holy See and the Republic of Poland from 1993.Individual chapters provide a detailed analysis of the parliamentary debates over these documents and selected positions presented by parliamentary clubs and caucuses during those debates. The aim of this thesis was to determine the stances taken by various parliamentary factions toward each of the proposed acts, the arguments and narratives they employed, and whether a position on one document influenced their positions on the others.In conducting this research, the thesis relies on primary sources—particularly parliamentary transcripts from 1993 to 1998—as well as secondary sources.
