The archiving problem of the polish internet – research project

Praca dotyczy archiwizacji polskiego internetu, szczególnie problemu braku inicjatyw na rzecz gromadzenia i przechowywania rodzimych zasobów internetowych. W pracy opisano na czym polega archiwizacja internetu, przedstawiono pierwszego pomysłodawcę archiwizacji treści internetowych, zaznaczono również, dlaczego zadanie archiwizacji internetu jest tak ważne i czym może skutkować brak aktywności w tym zakresie. Zdefiniowane zostało również pojęcie tzw. "cyfrowej czarnej dziury". Przedstawione zostało stanowisko Polski wobec zagadnienia archiwizacji zasobów polskiego internetu z uwzględnieniem rodzajów zasobów, które można zakwalifikować do miana polskiego internetu. W pracy podjęto rozważania na temat czterech głównych aspektów procesu archiwizacji internetu: aspektu prawnego, ekonomicznego, technicznego i organizacyjnego. W dalszej części pracy, w projekcie badania z udziałem ekspertów z dziedziny archiwizacji internetu, podjęto próbę ustalenia, jaki jest optymalny sposób organizacji procesu archiwizacji internetu w Polsce. Na podstawie wywiadu usiłowano poznać opinie ekspertów na temat barier oraz możliwości ich pokonania na rzecz zachowania polskiego dziedzictwa sieciowego.

The paper illustrates the issue of archiving the Polish internet, especially the problem of the lack of initiatives to collect and store native internet resources. The text describes what archiving the internet is about, introduces the first originator of archiving internet content, it also emphasizes why the task of archiving the internet is so important and what may result in inactivity in this area. The concept of the so-called "digital black hole". The position of Poland on the issue of archiving the resources of the Polish internet was presented, taking into account the types of resources that can be classified as the Polish internet. The study discusses four main aspects of the internet archiving process: legal, economic, technical, and organizational. Later in the work, in a research project involving experts in the field of internet archiving, an attempt was made to determine the optimal way to organize the internet archiving process in Poland. Based on the interview, there were made an attempt to find out the opinions of experts on the barriers and the possibility of overcoming them in order to preserve the Polish network heritage.
