THE TASKS OF THE COMMUNE IN THE FIELD OF SUSTAINABILITY EDUCATION AND ALCOHOLISM PREVENTION

Praca pod tytułem „Zadania gminy w zakresie wychowania w trzeźwości i przeciwdziałania alkoholizmowi” jest efektem zainteresowania studentki tą problematyką oraz faktem iż w obecnych czasach jest to temat bardzo aktualny. "Nadużywanie alkoholu czy jego nałogowe picie są problemem ogólnospołecznym, z którym społeczeństwa nowożytne zmagają się od wielu lat. Ponieważ problem ten plasuje się na wysokich pozycjach w rankingu najczęstszych patologii, państwo prowadząc politykę społeczną jest zobligowane do minimalizowania jego skali poprzez prowadzenie działań profilaktycznych zapobiegających zagrożeniom, innymi słowy – dbałość o funkcjonowanie społeczeństwa wolnego od nałogów i problemów alkoholowy .Główny cel pracy:Głównym celem jest uzyskanie odpowiedzi na pytanie „ Jakie są zadania gminy w zakresie wychowania w trzeźwości i jakie podejmuje ona działania aby przeciwdziałać alkoholizmowi”?Główny problem badawczy: W jakim zakresie są realizowane przez gminę zadania odnoszące się do wychowania w trzeźwości i przeciwdziałania alkoholizmowi? Praca składa się z trzech rozdziałów. Zadaniem każdego z nich jest udzielenieodpowiedzi na szczegółowe problemy badawcze:Rozdział pierwszy odpowiedział na pytanie:Czym w obecnych czasach są Samorządy terytorialne, jakie kategorie zadań są przez nie realizowane. Jakie zadania w odniesieniu do wychowania w trzeźwości i przeciwdziałaniu alkoholizmowi pełni Gmina ?W rozdziale drugim przeanalizowano problematykę alkoholizmu jako choroby.Trzeci rozdział dotyczy uwarunkowań prawnych odnoszących się do omawianej problematyki oraz rodzajów organizacji, które się nią zajmują i udziela odpowiedzi na pytanie: Jak organizacje rządowe i pozarządowe realizują zadania związane z profilaktyką i leczeniem uzależnień oraz pomocą osobą dotkniętym chorobą i ich rodzinom. Jakie akty prawne regulują zadania Gmin w tym zakresie?

The work entitled "The tasks of the commune in the field of upbringing in sobriety and counteracting alcoholism" is the result of the student's interest in this issue and the fact that it is a very topical topic these days. "The abuse of alcohol or its heavy drinking is a general social problem that modern societies have been struggling with for many years. Since this problem ranks high in the ranking of the most common pathologies, the state, while conducting social policy, is obliged to minimize its scale by carrying out preventive measures to prevent threats. in other words - care for the functioning of a society free from addictions and alcohol problems.The main purpose of the work:The main goal is to answer the question "What are the tasks of the commune in the field of upbringing in sobriety and what actions does it take to counteract alcoholism?The main research problem: To what extent are they implemented by the commune tasks related to upbringing in sobriety and counteracting alcoholism?The work consists of three chapters. The task of each of them is to giveanswers to specific research problems:Chapter one answered the question:What are local governments nowadays, what categories of tasks are they performed by. What tasks does the Commune fulfill in relation to upbringing in sobriety and counteracting alcoholism?The second chapter examines the problem of alcoholism as a disease.The third chapter concerns the legal conditions relating to the discussed one issues and types of organizations that deal with it and provides answers to the question: How governmental and non-governmental organizations carry out tasks related to the prevention and treatment of addictions as well as helping the affected person and their families. What legal acts regulate the tasks of municipalities in this respect?
