Supervision of the polish- ukrainian border as an element of protection of Polish security after 1989.

Przedmiotem niniejszej pracy były zagadnienia związane z nadzorem granicy polsko – ukraińskiej po 1989 roku jako elementem ochrony bezpieczeństwa Polski. W aktualnych warunkach granica polsko – ukraińska jest jednocześnie nie tylko granicą międzypaństwową, ale również i zewnętrzną granicą Unii Europejskiej. Stąd też zagadnienia związane z zapewnieniem prawidłowego funkcjonowania tej granicy są niezwykle istotne nie tylko w kontekście bezpieczeństwa tych obu krajów, ale również i bezpieczeństwa całej wspólnoty. Praca została podzielona na trzy rozdziały. Pierwszy został poświęcony problematyce rozważań nad kwestią teorii bezpieczeństwa. Drugi rozdział poruszał zagadnienia związane z kształtowaniem się granicy polsko –ukraińskiej. Trzeci rozdział niniejszej pracy stanowił rozdział prezentujący faktyczny proces ochrony granicy Polski i Ukrainy jako zewnętrznej granicy Unii Europejskiej, wykonywany w głównej mierze przez formację Straży Granicznej, ale również i inne formacje. Praca zakończyła się posumowaniem i wnioskami. W dysertacji tej dzięki dokładnym danym statystycznym można zauważyć, iż praca Straży Granicznej oraz innych służb odpowiedzialnych za ochronę granic jest coraz skuteczniejsza. Świadczy o tym spadająca liczba przestępstw, które kiedyś dominowały w statystykach trans granicznych przestępstw. Jest to z pewnością znak, iż przestępcy boją się coraz częstszych oraz dokładniejszych kontroli funkcjonariuszy Straży Granicznej, którzy rokrocznie rozwijają swoje umiejętności oraz wzbogacają się w nowoczesny sprzęt użytkowany później w patrolach na tzw. zielonej granicy.

The subject of this study were issues related to the surveillance of the Polish-Ukrainian border after 1989 as an element of the protection of Poland's security. Under the current conditions, the Polish-Ukrainian border is at the same time not only an inter-state border, but also an external border of the European Union. That's why issues related to ensuring the proper functioning of this border are extremely important not only in the context of the security of these two countries, but also the security of the entire community. The work has been divided into three chapters. The first was devoted to the considerations of the issue of security theory. The second chapter dealt with issues related to the shaping of the Polish-Ukrainian border. The third chapter of this work was a chapter presenting the actual process of protecting the Polish and Ukrainian border as the external border of the European Union, carried out mainly by the Border Guard formation, but also by other formations.The work ended with a summary and conclusions. In this diploma thesis, thanks to detailed statistical data, it can be seen that the work of the Border Guard and other services responsible for border protection is becoming more and more effective. This is evidenced by the declining number of crimes that used to dominate cross-border crime statistics. This is surely a sign that criminals are afraid of more frequent and more thorough inspections of Border Guard officers who every year develop their skills and enrich themselves with modern equipment later used in patrols on the so-called green border.
