Administrategy - a chance to improve of public administration?

Celem niniejszej pracy jest odpowiedź na pytanie czy wprowadzenie do sektora publicznego strategii może mieć pozytywny wpływ na skuteczność działania tego sektora. Praca została podzielona na trzy rozdziały, z czego każdy z nich traktuje o innym aspekcie tematu. Pierwszy rozdział zawiera podstawowe informacje dotyczące administracji publicznej - zasad, celów funkcjonowania oraz jej specyficznych cech. Aby ocenić zasadność wprowadzenia administrategii do sektora publicznego, analizie została poddana modyfikacja modelu administracji publicznej. Rozdział drugi poświęcony jest porównaniu sektora publicznego z sektorem prywatnym. Ostatnia część pracy stanowi badania nad administrategią. Szczególnemu przeglądowi poddałam czynniki, które mogą warunkować o sprawności służby publicznej.

The aim of this thesis is to answer the question whether the implementation of a strategy into the public sector can have a positive impact on the effectiveness of this sector. The work is divided into three chapters, each of them is devoted to a different aspect of the topic. The first chapter contains basic information about public administration - principles, goals of functioning and its specific features. In order to assess the legitimacy of introducing the strategy into the public sector, I analyzed the modification of the public administration model. The second chapter is devoted to comparing the public sector with the private sector. The last chapter is research on the administration strategy. I have reviewed the factors that may determine the efficiency of public service.
