Financing Sources of Local Government Units and Their Role in Development: A Comparative Analysis of Trzciana and Tymbark Municipalities

Finansowanie jednostek samorządu terytorialnego stanowi kluczowy element gospodarki publicznej, gdyż struktura i wielkość pozyskiwanych środków wprost determinują tempo rozwoju społecznego, gospodarczego i infrastrukturalnego gmin. Celem niniejszej pracy jest wskazanie źródeł finansowania jednostek samorządu terytorialnego i określenie ich wpływu na rozwój gmin Trzciana i Tymbark. Badanie przeprowadzono metodą analizy dokumentów finansowych, wykorzystując sprawozdania budżetowe gmin, dane Regionalnej Izby Obrachunkowej oraz Biuletynów Informacji Publicznej. Wyniki wskazują, że zarówno Trzciana, jak i Tymbark potrafią efektywnie wykorzystywać dochody, co umożliwia im realizację zróżnicowanych przedsięwzięć rozwojowych. Obydwie gminy charakteryzuje stabilność finansowa sprzyjająca prowadzeniu racjonalnej polityki inwestycyjnej. Analiza potwierdza, że samodzielność finansowa i właściwe gospodarowanie środkami publicznymi stanowią istotny czynnik rozwoju lokalnego oraz wzrostu jakości usług publicznych.

Financing local government units constitutes a key element of public finance, as the structure and volume of acquired resources directly determine the pace of social, economic, and infrastructural development of municipalities. The aim of this thesis is to identify the sources of financing of local government units and to assess their impact on the development of the municipalities of Trzciana and Tymbark. The study was conducted using the method of financial document analysis, based on municipal budget reports, data from the Regional Chamber of Audit, and Public Information Bulletins. The findings indicate that both Trzciana and Tymbark are able to effectively utilize their revenues, which enables them to implement a variety of developmental undertakings. Both municipalities are characterized by financial stability conducive to the pursuit of a rational investment policy. The analysis confirms that financial autonomy and the proper management of public funds constitute an important factor in local development and in improving the quality of public services.
