The democratic deficit in the European Union with the regard to the institution of the European Parliament

Praca przedstawia problem deficytu demokracji występującego w Unii Europejskiej. W tym celu na początku opisana zostaje instytucja Parlamentu Europejskiego, którego reprezentanci wybierani są w demokratycznych wyborach. Autorka skupia się na przedstawieniu jak funkcjonuje ta instytucja oraz jakie posiada kompetencje, głównie w zakresie demokracji. Aby bardziej przybliżyć czytelnikowi temat demokracji unijnej, autorka przedstawia także Traktat z Lizbony, który wprowadził znaczne zmiany w zakresie wypełniania demokratycznej woli obywateli Unii Europejskiej. Dalsza część pracy poświęcona jest rozważaniom na temat samej demokracji. Jako wprowadzenie przedstawione zostają pojęcia demokracji oraz legitymizacji demokratycznej. Następnie autorka przypomina i rozszerza opis zmian dotyczących unijnej demokracji, wprowadzonych na mocy Traktatu z Lizbony. W dalszej części pracy przedstawione zostają unijne inicjatywy, mające na celu zwiększenie wpływu obywateli Unii na jej kształt i działania. W ostatniej części pracy autorka skupia się na problematyce deficytu demokracji w Unii Europejskiej. W tym celu przedstawia genezę jego powstania, teorie naukowe wokół deficytu, przykłady jego występowania oraz ewentualne propozycje jego zniwelowania.

The thesis presents the problem of democratic deficit in the European Union. For this purpose, the institution of the European Parliament, whose representatives are elected in democratic elections, is described at the beginning. The author focuses on how the institution operates and what competences it has, mainly in the field of democracy. For further introducing the topic of European Union democracy, the author presents the Treaty of Lisbon, which introduced significant changes in the way of fulfiling the democratic will of citizens of the European Union. The rest of the thesis is devoted exclusively to considerations about democracy. The notions of democracy and democratic legitimacy are presented. Then the author recalls and extends the description of changes in the EU democracy, introduced by the Treaty of Lisbon. After that the author presents EU initiatives aimed to increase the EU citizens' impact on the EU's shape and activities. In the last part of the thesis the author focuses on the issue of the democratic deficit in the European Union. For this purpose the author presents the genesis of its creation, scientific theories about the deficit, examples of its occurrence and proposals of its mitigation.
