Political position and Polish President’s authority in the light of Polish Constitution from the 2nd April 1997.

Celem pracy jest przedstawienie i analiza pozycji ustrojowej Prezydenta Rzeczypospolitej Polskiej oraz jego kompetencji. W pierwszym rozdziale przedstawiona została ewolucja instytucji Prezydenta w polskim systemie ustrojowym oraz jego pozycja ustrojowa w świetle obecnie obowiązującej Konstytucji. W drugim rozdziale przedstawione zostały zasady i tryb wyboru Prezydenta Rzeczypospolitej Polskiej, instytucja zastępstwa Prezydenta oraz zasady jego odpowiedzialności. Trzeci rozdział opisuje rolę Prezydenta w procesie ustawodawczym oraz jego akty urzędowe, które dzielą się na prerogatywy i akty wymagające kontrasygnaty. W ostatnim rozdziale przedstawione zostały kompetencje Prezydenta Rzeczypospolitej Polskiej. Rozdział ten przedstawia uprawnienia Prezydenta w stosunku do władzy ustawodawczej, wykonawczej i sądowniczej, uprawnienia w zakresie spraw zagranicznych, w sprawach bezpieczeństwa państwa oraz tradycyjne kompetencje Prezydenta jako głowy państwa.

The aim of this thesis is the presentation and analysis of Polish President political position and his authority. In the first chapter the evolution of President’s institution was presented and his political position in the light of the current Constitution. In the second chapter the rules and the method of choosing Polish President, an institution of President replacement and the rules of his responsibility were presented. The third chapter describes the role of the President in a legislative process and his official documents which are divided into prerogatives and the documents which need countersignature. In the last chapter the authority of Polish President was presented. This chapter presents the President’s rights to legislative, executive and judicial power, the rights in foreign affairs, in the safety of the country and traditional President’s authority as the head of state.
