Pytaniem, na które autor starał się znaleźć odpowiedź jest to w jaki sposób poprawić można funkcjonowanie porozumień klimatycznych. W pracy przeanalizowano systemy zabezpieczeń wykonywania postanowień wielostronnych umów międzynarodowych dotyczących handlu i gospodarki po czym zestawiono je z systemami zabezpieczeń porozumień klimatycznych. Opisane zostały historyczne oraz aktualne konstrukcje czy procedury dotyczące implementacji zobowiązań. Wyniki wykazały, że sygnatariusze wszelkiego rodzaju umów co do zasady wypełniają swoje obowiązki, a podstawowym problemem walki z globalnym ociepleniem jest zbyt mała ilość zaangażowanych krajów, a nie, naruszanie dotyczących go umów. Następnie, na podstawie oceny efektywności wybranych systemów przedstawiono rekomendacje dotyczące przyszłych umów dotyczących klimatu. Zaprezentowane zostały również teoretyczne ramy związku ekonomii z ekologią, naukowe uzasadnienia porozumień globalnych, oraz podstawowe teorie ekonomiczne dotyczące ograniczenia negatywnego wpływu zanieczyszczeń na społeczeństwo.

The main question that the author is trying to find an answer to is how to improve functionality of global climate agreements. Analyzed in the paper are current or historical systems of compliance within international multilateral agreements regulating trade and economy. They are then juxtaposed with safeguards implemented in agreements regarding climate change. The results show that signatories mostly fulfill their obligations, and that the main issue of the fight against global warming is not enough countries obligated to do anything, and not, as previously suspected by the author, non-compliance with current objectives. Based on the assessment of effectiveness of the chosen systems the author offers some recommendations for construction of the future climate agreements. The paper also presents theory behind the relationship of economy with ecology, as well as some basic economic theories about the reduction of negative impact of emissions on society.
