Analysis and assessment of the commune budget on the example of the Myślenice commune in 2019-2022.

Celem poniższej pracy „ Analiza i ocena budżetu gminy na przykładzie Gminy Myślenice w latach 2019-2022” jest zobrazowanie specyfiki działalności gminy, szczególnie jej gospodarki finansowej. Zostały w niej zaprezentowane podstawowe zagadnienia z zakresu tej tematyki. Dokonano również analizy i oceny budżetów w poszczególnych latach. Praca jest podzielona na cztery rozdziały. Rozdział pierwszy przedstawia podstawowe pojęcia związane z samorządem terytorialnym, zarys historyczny oraz strukturę. Rozdział drugi porusza tematykę budżetu, w tym jego pojęcia, funkcję i zasady. Rozdział trzeci zawiera strukturę budżetu oraz wyjaśnia pojęcia deficytu oraz nadwyżki budżetowej. Rozdział czwarty zawiera charakterystykę, analizę budżetu gminy Myślenice, opis inwestycji i wnioski. Do napisania pracy wykorzystano specjalistyczną literaturę związaną z opisaną tematyką, akty prawne, a także ogólnodostępne sprawozdania dotyczące budżetu gminy Myślenice.

The purpose of this thesis “ Analysis and assessment of the commune budget on the example of the Myślenice Commune in 2019-2022” is to illustrate the specificity of the commune`s activities, especially it is financial management. It presents the basic issues related to this topic. Budgets in particular years were also analyzed and assessed. The thesis is divided into four chapters. The first chapter presents the basic concepts related to local government, historical outline and structure. The second chapter discusses the topic of the budget, including its concepts, function and principles. The third chapter contains the structure of the budget and explains the concepts of budget deficit and surplus. The fourth chapter contains characteristics, analysis of the Myślenice commune, investment description and conclusion. To write the thesis, specialist literature related to the described topic, legal acts and publicly available reports on the budget of the Myślenice commune were used.
