Electronic public services on the example of the Municipal Council in Wilamowice

Celem pracy jest ocena zebranych informacji na temat funkcjonowania elektronicznych usług w Urzędzie Gminy Wilamowice oraz przedstawienie korzyści wynikających z wdrożenia e-uslug. Praca zbudowana jest z czterech rozdziałów, z których dwa pierwsze zawierają przedstawienie teoretycznych zagadnień tematu. Rozdział pierwszy przedstawia analizę gminy jako jednostki administracji publicznej. Drugi rozdział związany jest z tematyką usług publicznych. Kolejna część pracy przedstawia charakterystykę wybranej jednostki oraz opis usług świadczonych drogą elektroniczną. Ostatnia czwarta część zawiera ocenę oraz świadczenia elektronicznych usług, pozyskaną na podstawie analizy ankiet, a także kierunki rozwoju e-usług. Do zdobycia potrzebnych informacji posłużyła analiza ankiet, które zostały rozdysponowane pracownikom Urzędu Gminy Wilamowice. Podstawowym wnioskiem jaki możemy wysunąć na podstawie ankiet jest pozytywna ocena przydatności wdrażanych elektronicznych usług w urzędzie a także wysoki stopień zainteresowania nowymi e-usługami w śród pracowników co deklaruje 80% ankietowanych. Nowy rodzaj usług posiada także wady wynikające z braku integracji systemów oraz opracowania wspólnych standardów, co przyczynia się do mniejszego zainteresowania takim właśnie rozwiązaniem.

The main aim of the thesis is to assess before gathered information about functioning e-services in the Municipal Council in Wilamowice as well as to present benefits of introducing e-services. The thesis consists of four chapters. The first two present theoretical issues of a subject. In the course of the first chapter I present analysis of a district as a public administration unit. The subsequent chapter is connected with the matter of public services. The task undertaken in the third chapter is to present both characterization of a chosen institution and description of services performed via electronic way. The last chapter consists of an evaluation and performance of e-services. Evaluation that results from analysis of survey forms as well as trends in development of e-services.In order to gain necessary information I had to analyze previously allocated survey forms to workers of the Municipal Council in Wilamowice. The main conclusion that can be drawn is the fact that 80 per cent of those polled highly assessed e-service in the office as well as they are highly interested of new e-services. Unfortunately, this new kind of services have some drawbacks that result from the lack of system's compatibility and working out common standards what cause little interest of this kind of solution.
