Conditioning and process of Emmanuel Macron's leadership within a period of 2016-2020

W 2017 roku prezydentem Republiki Francuskiej został Emmanuel Macron, a kilka miesięcy później utworzone przez niego ugrupowanie En Marche ! zdobyło większość miejsc w Zgromadzeniu Narodowym. Te dwa wydarzenia miały duże znaczenie polityczne, gdyż zaburzyły wieloletni porządek systemu partyjnego we Francji. W trakcie kampanii wyborczej kandydat postulował przeprowadzenie wielu reform na poziomie krajowym oraz europejskim. Wytyczał także inne strategiczne priorytety dla polityki międzynarodowej. Pierwsze trzy lata prezydentury E. Macrona cechowały się zdecydowanym inicjowaniem procesów reformatorskich, przez co skupiły na sobie wiele uwagi oraz rodziły zróżnicowane reakcje społeczne. Do najbardziej spektakularnych można zaliczyć ruch "żółtych kamizelek" oraz protesty związków zawodowych przeciwko reformie systemu emerytalnego. Duża aktywność i wysoki poziom dynamiki działań nowego prezydenta stały się przedmiotem niniejszej pracy, w której podjęto próbę analizy przywództwa Emmanuela Macrona. Opisano jego drogę do prezydentury oraz warunkujące ją czynniki. Wśród nich zawarto między innymi ustrojową pozycję głowy państwa i transformację systemu partyjnego. Ponadto zaprezentowano program E. Macrona dotyczący polityki wewnętrznej i zagranicznej oraz przedstawiono realizację kluczowych postulatów.

In 2017 Emmanuel Macron became the president of the French Republic and a few months later his political grouping En Marche ! reached for majority in the National Assembly. These two events had a political importance, because they affected an old-established order of the party system in France. During the electoral campaign, the candidate was propounding a lot of projects of reforms regarding national and European level. He also indicated other strategic priorities for the foreign policy. First three years of E. Macron’s presidency were marked by outright initiatives for reformative processes. In the result they landed in a spotlight and caused many diversed social reactions. As most spectacular one the ‘yellow vests’ movement and labour union’s protests against the reform of the retirement system may be enumerated. High level of dynamism of new president’s actions became the subject of this research paper, where Emmanuel Macron’s leadership was analyzed. His way to the presidency was described as well as its conditioning. Among others the constitutional position of the head of French state and the transformation of French party system were presented. The analysis focused also on a social support for Emmanuel Macron. Furthemore, the electoral Emmanuel Macron’s programme concerning the internal and foreign policy was described as well as the execution of its paramount ideas.
