The semi-presidential system. Comparative analysis of government systems of the Fifth Republic of France and the Republic of Poland under the Small Constitution of 1992.

Celem niniejszej pracy jest porównanie dwu systemów półprezydenckich. Rozdział pierwszy będzie opisywał kwestie definicyjne, w tym definicję półprezydencjalizmu. W rozdziale drugim znajdzie się opis modelowego systemu półprezydenckiego – V Republiki Francuskiej. Rozdział trzeci opisze system rządów Rzeczypospolitej Polskiej z lat 1992-1997, czyli pod rządami Małej Konstytucji z 1992 roku. Czwarty rozdział to rozdział porównawczy. W tej części pracy znajdzie się potwierdzenie tezy, że polska z lat 1992-1997 posiadała system półprezydencki. Zostaną również wymienione podobieństwa i różnice potwierdzające tezę, że półprezydencjalizmy mogą być różne. Integralnymi częściami pracy będą wstęp i zakończenie. Temat niniejszej pracy wydaje się być atrakcyjnym ze względu na toczącą się permanentnie debatę na temat polskiego systemu politycznego i jego ewentualnych zmian.

The purpose of this study is to compare the two semi-presidential systems. The first section will describe the definitional issues, including the definition of semi-presidentialism. In the second chapter will be a description of a semi-presidential system model - the Fifth French Republic. The third section will describe the system of government of the Republic of Poland between 1992-1997, which is under the Small Constitution of 1992. The fourth chapter is a comparative chapter. In this part of the work will be to confirm the thesis that Poland in the years 1992-1997 had semi-presidential system. You also mentioned the similarities and differences confirming the thesis that semi-presidentialism systems may be different. Integral parts of the work will be an introduction and conclusion. Subject of this paper seems to be attractive due to the permanently ongoing debate on the Polish political system and its possible changes.
