The constitutional position of the President of Georgia : a factor stabilizing the system or conflicts initiator? .

Po proklamowaniu niepodległości Gruzji wyznaczono nowy kierunek reform ustrojowych, którym były założenia systemu rządów prezydenckich formalnie potwierdzone w uchwalonej 24 sierpnia 1995 r. Konstytucji. Na podstawie ustawy konstytucyjnej nr 3272 z 6.02.2004 r. pozycja ustrojowa Prezydenta Gruzji uległa osłabieniu, za sprawą wyodrębnienia rządu z premierem na czele. Dalsze osłabienie tej pozycji nastąpiło na mocy ustawy konstytucyjnej nr 3710 z 15.10.2010 r., która powierzyła Prezydentowi Gruzji tylko rolę głowy państwa czyniąc rząd najwyższym organem władzy wykonawczej.

After proclamation of independence of Georgia, the new direction of constitutional reforms was determined by assumptions of presidential system which was confirmed in the Constitution of August 24th 1995. On the basis of constitutional act No. 3272 of February 6th 2004 the constitutional position of the President of Georgia was weakened by separating the government with prime minister as a head. Further weakening of the position of the President was performed on the grounds of constitutional act No. 3710 of October 15th 2010, which granted the President of Georgia only with the role of head of the state, and made the government the highest executive authority.
