The issue of national minorities in Poland at the turn of the 20th and 21st centuries

Przedmiotem pracy magisterskiej jest analiza sytuacji mniejszości narodowych na przełomie XX i XXI wieku oraz ich aktualny status prawny na przykładzie Polski. Jako studia przypadku wybrano cztery najliczniejsze oraz mające największy wpływ na sytuację wewnętrzną państwa mniejszości narodowe - Ukraińską, Żydowską, Białoruską i Niemiecką. Praca składa się z trzech rozdziałów merytorycznych, poprzedzonych wstępem do prowadzonej analizy sytuacji mniejszości narodowych, której treść dopełniają wnioski zawarte w podsumowaniu. W pierwszej kolejności nakreślone zostały kwestie teoretyczne, zawierające analizę definicji pojęcia mniejszość narodowa", a także status prawny mniejszości narodowych w świetle prawa międzynarodowego oraz w prawie polskim. Następnie scharakteryzowane zostały głównie mniejszości narodowe w Polsce (Ukraińska, Żydowska, Białoruska i Niemiecka), biorąc pod uwagę zarówno aspekty historyczne poszczególnych mniejszości jak i ich obecną sytuację w Polsce. Chcąc ukazać wpływ mniejszości na dominujące w państwie społeczeństwo, jego sytuację polityczną oraz próbę przystosowania się do panujących w nim warunków, w trzecim rozdziale skupiono się na ukazaniu pozycji mniejszości narodowych w polskiej przestrzeni publicznej w ramach organizacji społeczno-kulturalnych i edukacji, analizie bezpieczeństwa i kwestii wielokulturowości w państwie oraz stosunku społeczeństwa polskiego względem mniejszości narodowych. W podsumowaniu zawarte zostały najważniejsze elementy, spajające wszystkie części merytoryczne pracy. Informacje i dane zgromadzono dzięki wnikliwej analizie poszczególnych źródeł (aktów prawnych, opracowań naukowych, artykułów prasowych oraz Internetu). W celu zbadania problematyki mniejszości narodowych w Polsce, zastosowana została metoda historyczna, prawno-instytucjonalna oraz metoda analizy źródeł i literatury.

The subject of the master's thesis is the analysis of the situation of national minorities at the turn of the 20th and 21st centuries and their current legal status on the example of Poland. Four of the most numerous and having the greatest impact on the internal situation of the state of national minorities - Ukrainian, Jewish, Belarusian and German - were selected as case studies. The work consists of three substantive chapters, preceded by an introduction to the analysis of the situation of national minorities, the content of which is supplemented by the conclusions contained in the summary. First, theoretical issues were outlined, including an analysis of the definition of the term "national minority", as well as the legal status of national minorities in the light of international law and Polish law. Then, mainly the national minorities in Poland (Ukrainian, Jewish, Belarusian and German) were characterized, taking into account both the historical aspects of individual minorities and their current situation in Poland. In order to show the influence of minorities on the society dominating in the state, its political situation and an attempt to adapt to the conditions prevailing in it, the third chapter focuses on showing the position of national minorities in Polish public space in the framework of socio-cultural organizations and education, as well as the analysis of security and multiculturalism in the state and the attitude of Polish society towards national minorities. The summary contains the most important elements that bring together all the substantive parts of the work. Information and data was collected thanks to a thorough analysis of individual sources (legal acts, scientific studies, press articles and the Internet). In order to examine the issues of national minorities in Poland, the historical, legal and institutional methods as well as the method of analyzing sources and literature were used.
