Comprehensive analysis of the Commonwealth of Nations

Głównym celem pracy była analiza funkcjonowania współczesnego Commonwealthu, jako że historycznie, organizacja ta spełniła swój cel i utrzymała związki między Wielką Brytanią i jej koloniami. Obecnie, jest to organizacja niezwykła, niedająca się sklasyfikować według zwykłych standardów międzynarodowych. Z całą pewnością można jednak stwierdzić, iż nie jest to organizacja prawa międzynarodowego, gdyż Statut Westminsterski nie spełnia roli oficjalnego dokumentu konstytuującego jej istnienie. Brakuje jej także koniecznych organów, ponieważ Sekretariat jest jedynym, który spełniałby wymogi międzynarodowe.Praca składa się z czterech części. W pierwszej omówiona została pokrótce historia Imperium Brytyjskiego i jego przekształcanie się w Brytyjską Wspólnotę Narodów. Przedstawiono także najważniejsze dokumenty i deklaracje oraz ich wpływ na kształtowanie się organizacji. Druga część omawia stricte członkostwo we Wspólnocie oraz jej organy. Podkreślona została istotna rola Sekretarza i Sekretariatu oraz reprezentacyjny charakter monarchy brytyjskiego stojącego na czele Commonwealthu. Wyznaczaniem kierunków działania Wspólnoty zajmują się przede wszystkim Spotkania Głów Państw i Szefów Rządów. Trzecia część to opis najważniejszych współczesnych działań Wspólnoty Narodów, która obecnie nadal pracuje nad szerzeniem demokracji. Oprócz tego, zaczęła się ona zajmować także ochroną praw człowieka, równością płci, rozwojem gospodarczym i społecznym oraz wspieraniem małych państw na arenie międzynarodowej. W większości, działalność organizacji ma charakter bardziej informacyjny niż praktyczny i opiera się głównie na udzielaniu porad swoim członkom. Ostatnia część jest krótkim omówieniem relacji, jakie Wspólnota Narodów ma z istniejącymi w jej orbicie organizacjami pozarządowymi oraz z innymi organizacjami międzynarodowymi. Godne zauważenia jest, iż powstało bardzo dużo NGOs pracujących wyłącznie pod auspicjami Commonwealthu, gdyż na jej forum mają one dostęp do najważniejszych polityków państw członkowskich. Natomiast, jeżeli chodzi o relacje z innymi organizacjami międzynarodowymi, w najszerszym zakresie prowadzone są one z ONZ i jego organizacjami wyspecjalizowanymi. Nie można jednak pominąć podobieństw i wspólnych celów, jakie istnieją między Commonwealthem a La Francophonie.

The main aim of this dissertation was to analyse the functioning of the modern Commonwealth because historically, the organization has fulfilled its purpose and maintained relationships between Britain and its colonies. Currently, it is an unusual organization, which can not be classified according to the common international standards. It must be noted, however, that it is not an organization of the international law, since the Statute of Westminster does not fulfil the role of the official document that would constitute its existence. It also lacks the necessary organs, as the Secretariat is the only one that would meet the requirements set by the international law.This dissertation consists of four parts. The first discusses briefly the history of the British Empire and its transformation into the Commonwealth of Nations. The most important documents and declarations are also presented as well as their impact on the organization.The second part is about membership in the Commonwealth and its organs. The important role of Secretary and Secretariat is stressed as is the representative character of the British monarch as the Head of the Commonwealth. The future of the organization is primarily decided on the Commonwealth Heads of Government Meetings.The third part describes the most important activities of the Commonwealth, which currently are still focused on democracy. In addition to this, it began to support human rights, gender equality, economic and social development and the promotion of small states on the international arena. For the most part, the activities of the organization are more informative than practical and are focused primarily on giving advice to its members.The last part consists of a brief summary of the relationship that the Commonwealth has with Non Governmental Organisations existing in its orbit and other international organizations. Notably, there is a lot of NGOs working exclusively under the auspices of the Commonwealth, because the organisation provides access to the most important politicians of the Member States. On the other hand, when it comes to relations with other international organizations, they are maintained in the fullest with the UN and its specialized agencies. But there is no ignoring the similarities and common goals that exist between the Commonwealth and La Francophonie.
