The role of national parliaments is the European Union's legislative process.

The subject of this paper is the role of national parliaments is the European Union's legislative process.With the intensification of integration processes and the increase of areas covered by the common policies, theimportance of national legislative bodies in the European forum has been expanded.The starting point for this study was the assumption that the execution of reforms by the Treaty ofLisbon, which is also called by the doctrine of European laws a "treaty of parliaments", was to reinforce andstrengthen the position of national parliaments in the Union, which is confirmed in presented conclusion.This paper is an attempt to show the evolution of the role of the national legislative bodies in the EUdecision-making process. The first chapter shows the place of the parliament in the modern and democraticcountry and in the European architecture – the difference between functions performed at these two levels andthe consequences arising from these divergences. The second part concerns the position of the national legislativebody in EU and their role in the incorporation the EU's law into national legal systems. In the final chapterspecial attention is given to the meaning of the Polish Sejm and Senat in this field, as well as legislative andexecutive relationship related to the creation of the Polish policy in the European Union.

Przedmiotem pracy magisterskiej jest rola parlamentów narodowych w procesie legislacyjnym UniiEuropejskiej. Wraz z intensyfikacją procesów integracyjnych i zwiększeniem się obszarów objętych wspólnymipolitykami, znaczenie narodowych ciał legislacyjnych na forum europejskim uległo ekspansji.Punktem wyjścia dla pracy było założenie, iż wraz z wprowadzeniem reform przez traktat z Lizbony,który nazywany jest również w doktrynie prawa europejskiego mianem „traktatu parlamentów ”, nastąpiłowzmocnienie i ugruntowanie pozycji parlamentów narodowych w Unii, co potwierdzają zebrane wnioski.Niniejsza praca stanowi próbę przedstawienia ewolucji roli narodowych legislatyw w procesiedecyzyjnym Unii. Pierwszy rozdział pracy poświęcony jest usytuowaniu parlamentu we współczesnym państwiedemokratyczny oraz w architekturze europejskiej – różnicą między funkcjami pełnionymi na tych dwóchpłaszczyznach oraz konsekwencjom z tych rozbieżności wynikającym. Druga część dotyczy już pozycjinarodowych legislatyw w Unii oraz ich roli w tworzeniu i inkorporacji unijnego prawa do krajowych porządkówprawnych. W ostatnim rozdziale uwagę poświęcono znaczeniu polskiego Sejmu i Senatu na tym polu, a takżerelacji legislatywy i egzekutywy w kwestiach związanych z kreowaniem polskiej polityki w Unii Europejskiej
