The chances and limits of digital development in public sector with e-services

W treści pracy przedstawiono rys społeczeństwa informacyjnego jako nowy etap rozwoju społeczeństw.Wykazano,iż jest ono podstawą do wdrażania nowych technologii informacyjno-komunikacyjnych, a tym samym odgrywa ważną rolę w kreowaniu informatyzacji sfery publicznej.Na podstawie przeprowadzonych badań oraz analiz stron urzędów wojewódzkich przedstawiono stan informatyzacji w sferze publicznej.Dało to możliwość opracowania kierunków informatyzacji które mają wyraźny wpływ na całokształt e-usług publicznych.Usługodawcami e-usług w sferze publicznej są to urzędy elektroniczne.Sposób wykonywania przez nie zadań publicznych muszą odpowiadać profesjonalizmowi zarówno w sposobie tradycyjnym jak i w sposobie wirtualnym.Stąd też analizie poddane zostały bariery rozwoju informatyzacji, które hamują rozwój nowoczesnego systemu zarządzania informacją.

This master these presents several aspects of an information-based society and drafts it as a new evolutionary stage in the social development. It shows that once a soceity reaches this development stage, it creates a faundation to implement new information and communication technologies and plays a crucial role in the digitalization process of public institutions.A current status of this process is shown based on the analysis of web pages of public institutions and local autorities. This analysis also provides ways to indentify current developments of digitalization which influence e-services in the public sector. Virtual offices act as full-scope service provides, as far as they are able to deliver services of the same quality level as traditional offices do. For this reason an analysis is also given for the limits digital development in the public sector might have.
