Analiza relacji Republiki Singapuru z Chińską Republiką Ludową ze szczególnym uwzględnieniem wydarzeń z lat 1990-2022

dc.abstract.enThe subject of this paper is the analysis of bilateral relations between the Republic of Singapore and the People's Republic of China, with particular emphasis on the events of 1990-2022. In 1990, both countries established diplomatic relations. Nevertheless, the history of contacts between the two countries dates back to the period before Singapore's independence, which was announced in 1965. The decision from 1990 facilitated the continuation of cooperation. The authorities of a small city-state have been guided by pragmatism for years, which is expressed by the care to maintain good relations with both superpowers (China, USA), as well as other countries (countries in the region, within ASEAN). Efficient adaptation to the changing international reality allows maintaining state continuity and a stable position on the international stage. Economic cooperation remains the main binder of Singapore-China contacts, which still brings mutual benefits to these countries. Nonetheless, cooperation on the Singapore-Beijing line also covers the sphere of culture, education and military issues. Singapore's relationship with Taiwan (Republic of China) remains the biggest challenge for bilateral relations, as every contact of these countries is a potential reason to cause dissatisfaction of the authorities in Beijing and deterioration of relations between two countries. This was demonstrated by the crisis of 2016, related to, among others, conducting military exercises by the Singapore authorities in Taiwan. In turn, the global crisis, which was the COVID-19 pandemic, showed mutual commitment of both countries to strengthening interrelationships, without being a problem in relations on the Singapore-Beijing line. Although the opinion on continuing stability in the relations of the analysed countries dominates, individual incidents and attitudes lead some researchers to different conclusions. Over the years, despite many differences between the two countries, the Singapore authorities have sought good relations with China and adapted their policy to the changing international reality. It can therefore be assumed that this trend will continue, however, due to the complexity of the international environment and existing challenges in relations with China, the future direction of development of Singapore-China relations should be preserved.pl

Niemniej jednak historia kontaktów obu państw sięga okresu sprzed niepodległości Singapuru, którą ogłoszono w 1965 roku, a decyzja z 1990 roku miała charakter formalny ułatwiając kontynuację współpracy. Władze niewielkiego państwa-miasta od lat w polityce kierują się pragmatyzmem, czego wyrazem jest dbałość o utrzymywanie dobrych relacji z oboma mocarstwami (Chiny, USA), jak i innymi państwami (w tym państwami regionu w ramach ASEAN). Sprawna adaptacja do zmiennej rzeczywistości międzynarodowej pozwala na utrzymanie ciągłości państwowej i stabilnej pozycji na arenie międzynarodowej. Głównym spoiwem kontaktów singapursko-chińskich pozostaje współpraca gospodarcza, która do dziś przynosi krajom wzajemne korzyści. Współpraca na linii Singapur-Pekin obejmuje także sferę kultury, edukacji czy kwestie militarne. Największym wyzwaniem dla bilateralnych stosunków pozostaje relacja Singapuru z Tajwanem (Republiką Chińską), gdyż każdy kontakt tych państw jest potencjalnym powodem do wywołania niezadowolenia władz w Pekinie i pogorszenia stosunków. Pokazał to kryzys z 2016 roku, związany między innymi z prowadzeniem ćwiczeń wojskowych przez Singapur na terenie Tajwanu. Z kolei globalny kryzys, jakim była pandemia COVID-19, pokazał obustronne zaangażowanie stron we wzmacnianie wzajemnych powiązań, nie stanowiąc problemu w relacjach na linii Singapur-Pekin. Choć dominuje opinia o kontynuacji stabilności w relacjach analizowanych państw, poszczególne incydenty i postawy prowadzą niektórych badaczy do odmiennych wniosków. Na przestrzeni lat, mimo wielu różnic dzielących oba kraje, singapurskie władze zabiegały jednak o poprawne relacje z Państwem Środka i dostosowywały swą politykę do zmiennej rzeczywistości międzynarodowej. Można zatem przypuszczać, iż ten trend utrzyma się, jednak ze względu na złożoność środowiska międzynarodowego i istniejące wyzwania w relacjach z Chinami, należy obserwować przyszły kierunek rozwoju stosunków singapursko-chińskich.pl
