The role of local government on district level (powiat) in ensuring public safety

Praca skupia się na tym jaki wpływ ma samorząd powiatowy na zapewnianie bezpieczeństwa publicznego. Przeprowadzona analiza ma na celu przedstawić administracyjnoprawne regulacje dotyczące zapewnienie bezpieczeństwa publicznego w powiecie, a także pokazać praktyki oraz faktyczne uwarunkowania realizacji tego zadania przez samorząd powiatowy. Praca ma pokazać czy powiat ma faktyczny wpływ na bezpieczeństwo publiczny na swoim terenie. Dlatego dokonany został nie tylko przegląd przepisów prawa, ale również analiza badań dotyczących realizacji zadania jakim jest ochrona bezpieczeństwa publicznego. Mając na względzie fakt, że ustawodawca nie stworzył powszechnie obowiązującej definicji legalnej pojęcia bezpieczeństwo publiczne została dokona próba wyjaśnienia tego terminu. Praca składa się ze wstępu, 4 rozdziałów oraz zakończenie. Poruszane są kwestie bezpieczeństwa publicznego, roli organów samorządu powiatowego w wykonywaniu tego zadania publicznego oraz współpracy z innymi podmiotami na terenie powiatu.

The thesis focuses on the impact of the local government on district level (pl. powiat) in ensuring public safety issue. The analysis aims at presenting the administrative and legal regulations concerning ensuring public safety in the district as well as to show the practices and existing conditions for the implementation of this task by the local government. The purpose of the thesis is to demonstrate whether the local government has a real impact on public safety in its area. Therefore, not only has been a review of the law, but also an analysis of research on the implementation of the task of protecting public safety. Regarding the fact that the legislator did not create a universally applicable legal definition of the concept of public safety, an attempt was made to explain this term. The thesis consists of an introduction, 4 chapters and summary. The issues of public safety, the role of the local government authorities in performing this public task and cooperation with other entities in the district are discussed.
