Praca magisterska poświęcona jest tematyce działalności Prokuratury Europejskiej w systemie ochrony interesów finansowych Unii Europejskiej. W pierwszym rozdziale pracy omówiono rozwój koncepcji interesów finansowych Unii Europejskiej oraz problematykę unijnego budżetu. W kolejnym rozdziale scharakteryzowane zostały kluczowe akty prawne określające czyny godzące w unijne interesy finansowe. Rozdział trzeci został poświęcony genezie instytucjonalnej i prawnej Prokuratury Europejskiej,a rozdział czwarty – omówieniu jej struktury organizacyjnej i szczegółowych zasad funkcjonowania oraz gwarancji procesowych wynikających z postanowień Rozporządzenia Rady (UE) 2017/19397. Scharakteryzowana została ponadto współpraca Prokuratury Europejskiej z innymi instytucjami chroniącymi interesy finansowe Unii Europejskiej - Europejskim Urzędem ds. Zwalczania Nadużyć Finansowych (OLAF-em), Agencją Unii Europejskiej ds. Współpracy Wymiarów Sprawiedliwości w Sprawach Karnych (Eurojustem) oraz Agencją Unii Europejskiej ds. Współpracy Organów Ścigania (Europolem). Ostatni rozdział pracy dotyczy ochrony interesów finansowych Unii Europejskiej w świetle prawa polskiego oraz następstw przystąpienia Polski do wzmocnionej współpracy w zakresie działalności Prokuratury Europejskiej. Niniejsza praca magisterska ma na celu ukazanie znaczenia Prokuratury Europejskiej dla wzmacniania ochrony interesów finansowych Unii Europejskiej poprzez zwalczanie wymierzonej w nie przestępczości ekonomicznej oraz ocenę dotychczasowego funkcjonowania i efektów pracy Prokuratury Europejskiej w oparciu o analizę opublikowanych przez nią sprawozdań rocznych za lata 2021-2024.

The master's thesis is devoted to the activity of the European Public Prosecutor's Office in the system of protection of the European Union’s financial interests. The first chapter discusses the development of the concept of the European Union’s financial interests and the issue of the EU budget. The next chapter characterizes the key legal acts defining acts that harm the EU's financial interests. The third chapter is devoted to the institutional and legal genesis of the European Public Prosecutor's Office, and the fourth chapter - to discuss its organizational structure and detailed rules of operation and procedural guarantees resulting from the provisions of Council Regulation (EU) 2017/19397. In addition, the cooperation of the European Public Prosecutor's Office with other institutions protecting the financial interests of the European Union - the European Anti-Fraud Office (OLAF), the European Union Agency for Criminal Justice Cooperation (Eurojust) and the European Union Agency for Law Enforcement Cooperation (Europol) is characterized. The last chapter of the thesis concerns the protection of the financial interests of the European Union in the light of Polish law and the consequences of Poland's accession to the enhanced cooperation in the scope of the activities of the European Public Prosecutor's Office. This master's thesis aims to show the impact of the establishment of the European Public Prosecutor's Office on strengthening the protection of the financial interests of the European Union by combating economic crime directed against them and to assess the functioning and effects of the work of the European Public Prosecutor's Office to date based on the analysis of the annual reports published by it for the years 2021-2024.
