Humanitarian aid and long-term aid projects on the example of the Civil War in Syria

Celem pracy jest omówienie aspektów pomocy humanitarnej i programów pomocowych, realizowanych w czasie trwania walk w Syrii. Chciano przedstawić sytuację humanitarną i odpowiedź społeczności międzynarodowej na kryzys humanitarny w kraju, który od kilku lat zmaga się z wojną domową. Konflikt trwający od 2011 spowodował ogromne liczby ofiar, uruchomił zjawisko migracji i przesiedleń na skalę niespotykaną do tej pory na Bliskim Wschodzie. W pierwszym rozdziale przedstawiono zarys terminologiczny i metodologiczny. Uwzględniono formy pomocy humanitarnej w ujęciu krótko- i długofalowym. Zinterpretowano źródła i podstawy prawne międzynarodowego prawa humanitarnego. Rozdział zakończony został porównaniem praw człowieka z międzynarodowym prawem humanitarnym.Drugi rozdział przedstawia konflikt w Syrii, strony konfliktu, genezę wybuchu wojny domowej oraz przebieg z wyszczególnieniem batalii toczących się w Damaszku i Aleppo. Uwzględniono stanowisko mocarstw światowych wobec poruszanej problematyki. Przedstawiono rezolucje ONZ odnoszące się do wdrażania pomocy humanitarnej. Opisano genewskie i astańskie rozmowy pokojowe oraz konferencje dotyczące wspierania Syrii i regionu bliskowschodniego. W trzecim rozdziale poddano analizie pomoc humanitarną i długofalowe programy pomocowe realizowane w czasie konfliktu w Syrii. Zastosowano podział na podmioty świadczące wsparcie oraz aspekty ich działalności. Zobrazowano aktywność polskich pozarządowych organizacji humanitarnych. Opisano przypadki napotykanych trudności podczas niesienia pomocy humanitarnej. Na zakończenie ukazano przykłady konkretnych projektów i programów humanitarnych oraz inicjatyw oddolnych skierowanych do najbardziej potrzebujących.

The aim is to discuss the aspects of humanitarian aid and long-term aid projects on the example of the Syrian Civil War. The objective is to present the humanitarian situation and the international community’s response to the humanitarian crisis in a country that has been struggling with civil war for several years. The conflict (that has been going on since 2011 and has resulted in huge numbers of victims) launched the phenomenon of migration and displacement on a scale unprecedented in the Middle East so far. The first chapter presents a terminological and methodological outline. Forms of humanitarian aid are considered in the short-term and the long-term. Sources and legal bases of international humanitarian law are interpreted. The chapter ends with a comparison of human rights and international humanitarian law.The second chapter presents the conflict in Syria, the parties involved in the conflict, the origins of the civil war and the course of the battles in Damascus and Aleppo. The standpoint of major world powers on the issues discussed has also been taken into account. Resolutions of the United Nations relating to the implementation of humanitarian aid are presented. Geneva and Astana peace talks and conferences in support of Syria and the Middle East region are described.The third chapter analyses humanitarian aid and long-term aid programs implemented during the conflict in Syria. The division into entities providing support and aspects of their activity is applied. The activity of Polish non-governmental humanitarian organizations is illustrated. The cases of various types of difficulties encountered in providing humanitarian aid are described. It concludes with examples of concrete humanitarian projects and programs and grassroots initiatives targeted at the most disadvantaged.
