The Legislative Process in the United States of America

Niniejsza praca magisterska koncentruje się wokół zagadnienia procedury ustawodawczej w Stanach Zjednoczonych Ameryki. Opracowanie zostało podzielone na cztery rozdziały. Pierwszy stanowi wprowadzenie do, istotnych z punktu widzenia procesu legislacyjnego, założeń ustrojowych amerykańskiego systemu państwowego. W rozdziale drugim zaprezentowany został model inicjatywy ustawodawczej stosowanej w amerykańskim parlamencie - Kongresie. Rozdział trzeci przedstawia istniejący współcześnie system komisji kongresowych oraz sposób ich procedowania. Rozdział czwarty poświęcono postępowaniu na plenum izb amerykańskiego parlamentu – Senatu i Izby Reprezentantów, a także czynnościom Prezydenta Stanów Zjednoczonych, które podejmuje on na koniec procesu legislacyjnego.

This master thesis is focused on the issue of the legislative process in the United States of America. It is composed of four chapters. The first one is an introduction into American state system, especially its rules which have an impact on legislative process. The second chapter presents model of the right of legislative initiative which is functioning in the United States Congress. Third chapter is devoted to the congressional committee system and the most important committee procedures. The last chapter concerns the floor action in both houses of American parliament and describes the role of the President of the United States at the end of the whole legislative process.
