ANALYSIS OF THE BUDGET OF A LOCAL GOVERNMENT UNIT ON THE EXAMPLE OF COMMUNE SKRZYSZÓW IN 2018-2020

Celem niniejszej pracy było przedstawienie działalności i mechanizmów funkcjonowania gminy oraz jej budżetu jako podstawowego dokumentu, warunkującego jej działanie. W pracy przedstawiono także gminę Skrzyszów, dokonano analizy i oceny jej budżetu w latach 2018-2020. Zamieszczono informacje o samorządzie terytorialnym uwzględniając zakres i zadania gminy, strukturę organizacyjną i jej organy. Następnie wprowadzone zostało pojęcie gospodarki finansowej oraz budżetu jednostki samorządu terytorialnego. Zawarto także informacje dotyczące procesu tworzenia oraz uchwalania budżetu, jego zakresu oraz sposobu kontroli jego wykonania. Po zaznajomieniu się z wcześniejszymi zagadnieniami omówiono kwestie związane z dochodami i wydatkami gminy, a w szczególności ich podziały. W ostatnim rozdziale przeanalizowano dochody oraz wydatki budżetowe gminy Skrzyszów. Posłużono się analizą porównawczą danych zawartych w uchwałach budżetowych oraz sprawozdaniach z poszczególnych lat w badanym okresie uzupełnionych o dane uzyskane z GUS.

The purpose of this study was to present the activities and mechanisms of the commune and its budget as the basic document conditioning its operation. The paper also presents the Skrzyszów commune, and analyzes and assesses its budget for 2018-2020. Information on the local government is provided, taking into account the scope and tasks of the commune, the organizational structure and its divisions. Then the concept of financial management and the budget of a local government unit were introduced. It also contains information on the process of creating and adopting the budget, its scope and the method of controlling its implementation. After getting acquainted with the previous issues, the issues related to the commune's income and expenditure, in particular their division, were discussed. In the last chapter, the revenue and budget expenses of the Skrzyszów commune are analyzed. A comparative analysis of the data contained in budget resolutions and reports for individual years in the period under examination was used, supplemented with data obtained from the Central Statistical Office.
