Polish Police as an institution of public trust – an analysis of the level of trust and its determinant

Celem niniejszej pracy jest określenie Policji jako instytucji zaufania publicznego oraz ukazanie poziomu na jakim klasuje się zaufanie społeczeństwa do formacji w III Rzeczpospolitej. Jako dodatkowy element rozważań, autor podjął próbę porównania umiejscowienia Policji oraz innych umundurowanych instytucji na palecie zaufania społeczeństwa. Jednocześnie podejmując próbę analizy zależności pomiędzy charakterem realizowanych zadań związanych z bezpieczeństwem, a występującej opinii na temat danej formacji oraz jej reprezentantów. Z kolei w celu uzupełnienia rozważań autor poddał analizie stan zaufania społecznego w Polsce oraz stanu zaufania do organów policyjnych wybranych państw w Europie. Hipotezą stawiana przez autora mówi, że zaufanie do formacji Policji oraz jej funkcjonariuszy z roku na rok maleje, a spowodowane jest to wieloma nadużyciami ze strony funkcjonariuszy w stosowaniu różnego rodzaju opresji wobec obywateli oraz wykorzystywanie posiadanych przez formację sił i środków do realizacji celów politycznych. Praca składa się z czterech rozdziałów. Pierwszy rozdział poświęcony został tematyce historycznej, to znaczy dotyczy przemian formacji po 1945 roku oraz skupia się na najważniejszych momentach wytwarzania przez opinię publiczną stanowiska wobec jednostek policyjnych. W rozdziale drugim umieszczone zostały prawne aspekty funkcjonowania Policji oraz rola formacji w sektorach bezpieczeństwa. Trzeci rozdział przyporządkować należy do obszaru badań z zakresu socjologii. W ramach tej części, autor zajął się zagadnieniem zaufania społeczeństwa do różnych podmiotów państwa. Jednocześnie, podejmując próbę analizy podstaw i źródeł zaufania społecznego do jednostek administracji państwa. Ostatni, czwarty rozdział dotyczy problematyki zaufania społecznego do Policji. W efekcie rozważań z poprzednich rozdziałów oraz na podstawie badań przeprowadzonych przez autora, dodatkowo uzupełnionych przez sondaże społeczne prowadzone przez instytucje państwowe oraz organizacje pozarządowe, kontynuowane są rozważania na temat wskaźników zaufania społecznego do jednostek Policji i funkcjonariuszy formacji. Dodatkowo autor podejmie próbę porównania poziomu zaufania społecznego do poziomów występujących w krajach Europy oraz porównania poziomu zaufania do innych umundurowanych formacji działających w Polsce.

The purpose of this paper is to define the Police as an institution of public trust and to show the level at which public trust in the formation in the Third Republic is classified. As an additional element of consideration, the author attempted to compare the placement of the Police and other uniformed institutions on the palette of public trust. At the same time attempting to analyze the relationship between the nature of the security tasks performed and the occurring opinion of the formation and its representatives. To supplement the considerations, the author analyzed the state of public trust in Poland and the state of trust in police bodies of selected countries in Europe. The hypothesis put forward by the author is that trust in the police formation and its officers is decreasing from year to year, and this is due to the many abuses by officers in the use of various types of oppression against citizens and the use of the forces and resources possessed by the formation to achieve political goals. The work consists of four chapters. The first chapter is devoted to historical topics, that is, it deals with the transformation of the formation after 1945, and focuses on the most important moments of the production of public opinion towards police units. The second chapter places the legal aspects of the police and the role of the formation in the security sectors. The third chapter is assigned to the field of sociology research. Within this section, the author addressed the issue of public trust in various state entities. At the same time, making an attempt to analyze the bases and sources of public trust in state administration entities. The final fourth chapter deals with the issue of social trust in the Police. As a result of the considerations of the previous chapters and on the basis of research conducted by the author, additionally supplemented by social surveys conducted by state institutions and non-governmental organizations, the consideration of indicators of social trust in police units and formation officers continues. In addition, the author will attempt to compare the level of social trust to levels found in European countries and compare the level of trust in other uniformed formations operating in Poland.
