The political position of the President of the Russian Federation

Celem niniejszych badań było określenie pozycji ustrojowej prezydenta Federacji Rosyjskiej. Praca składa się z dziewięciu rozdziałów: informacje wprowadzające (o Konstytucji Rosji, jej systemie ustrojowym oraz historii urzędu prezydenta), wybory prezydenckie i kadencja, kompetencje normotwórcze głowy państwa, wpływ na władzę wykonawczą, ustawodawczą , sądowniczą, kompetencje z zakresu bezpieczeństwa i polityki zagranicznej, pozostałe kompetencje, oraz karna i polityczna odpowiedzialność prezydenta. Jest to praca z zakresu dogmatyki konstytucyjnej, nie natomiast z dziedziny politologii, zatem rzadko występują w niej odwołania do praktyki ustrojowej. Głównym jej celem była analiza rosyjskiego prawa konstytucyjnego. Rezultatem przeprowadzonych analiz była konkluzja o występowaniu w Federacji Rosyjskiej nowego systemu rządów, superprezydencjalizmu, z dominującą pozycją urzędu prezydenta. Mamy tam do czynienia z dwoma dualizmami: władzy wykonawczej (rząd i głowa państwa) oraz ustawodawczej (parlament i głowy państwa).

The purpose of the study was to investigate a political position of the President of the Russian Federation. The thesis contains nine chapters: the introductory information (about the Russian Constitution, political system and history of the office of the president), presidential elections and term of office, law-making powers of the head of state, the impact on the government, parliament and judiciary, the powers in the sphere of national security and foreign policy, the other powers, and the criminal and political responsibility of the president. This work is in the field of constitutional dogma, not of political science, therefore references to the political practice were rare. It is aimed, first of all, at analyzing the Russian constitutional law. The result of the study were that in the Russian Federation there is a new system of government, superpresidentialism, with a predominant position of the president’s office. There also appears a double dualism: of the executive power (the government and the head of state) and the legislative (the parliament and the head of state).
