Praca magisterska dotyczy procedury uchwałodawczej rady gminy. Rozdział pierwszy przedstawia zagadnienia wstępne dotyczące samorządu terytorialnego, a także ukazuje gminę jako podstawową jednostkę samorządu terytorialnego. Rozdział drugi przedstawia charakterystykę organu uchwałodawczego i kontrolnego gminy oraz kompetencje realizowane przez ten organ. Rozdział trzeci porusza problematykę dotycząca stanowienia prawa i ukazuje cechy aktów prawa miejscowego. Ostatni rozdział ukazuje specyfikę uchwały jako przejaw samodzielności gminy, oraz charakteryzuję procedurę podejmowania uchwały i jej wejścia w życie.
This MA thesis applies to the resolution procedure of a municipal council. The first chapter presents the preliminary issues concerning the local government; it also presents a municipality as the basic unit of a local government. The second chapter contains the profile of the municipality's control and legislative bodies as well as the competences exercised by these bodies. The third chapter deals with the issue concerning the lawmaking and reveals the characteristics of local legal acts. The last chapter shows the character of the resolution as a sign of the independence of a municipality and characterizes the procedure of adopting a resolution and its entry into force.
