Arms control after 1989. From arrangement to legally binding treaty.

Praca poświęcona jest zagadnieniu kontroli przepływu broni po 1989 roku. Pokazane w niej zostało przejście od luźnego porozumienia, przez Kodeks, aż po wiążący prawnie Traktat. Poruszone zostały kwestie handlu bronią w latach 90. XX wieku i na początku XXI wieku. Praca składa się z trzech rozdziałów. Pierwszy poświęcony jest pojęciu bezpieczeństwa i dylematu bezpieczeństwa oraz porównaniu handlu bronią w latach 90. XX wieku i po 2014 roku.Drugi ukazuje ewolucję kontroli zbrojeń od porozumienia z Wassenaar, przez Haski Kodeks Postępowania przeciwko proliferacji rakiet balistycznych, aż po Traktat o handlu bronią z 2013 roku. Ostatni rozdział skupia się na tym ostatnim dokumencie, omawiając jego efektywność, sukcesy i porażki. W pracy została wykorzystana metoda analizy logiczno-językowej, a także historycznej.

The work is devoted to the issue of arms control. It shows how documents have been moved from loose agreement, through the Code, to a legally binding Treaty. It also shows how arms trade issues looked like in the 1990s and at the beginning of the 21st century. The work consists of three chapters. The first one is devoted to the concept of security and security dilemma and the comparison of arms trade in the 1990s and after 2014. The other one shows the evolution of arms control from the Wassenaar agreement, through the Hague Code of Conduct against ballistic missile proliferation, to the 2013 Arms Trade Treaty. The last chapter focuses on this last document, discussing its effectiveness, successes and failures. The method of logical-linguistic and historical analysis was used in the work.
