Villas and barriadas. Marginal settelments of Buenos Aires and Lima.

Celem pracy jest analiza i porównanie sytuacji bytowej i politycznej osób mieszkających w villas Buenos Aires i limskich barriadas. Analizowane są polityki stosowane w obu miastach względem dzielnic marginalnych i ich wpływ na populację zamieszkującą w osiedlach. Porównane zostaną warunki stanu oświaty, rynku pracy oraz warunki mieszkalne i ubóstwo panujące w villas i barriadas. Na podstawie argentyńskich osiedli zamkniętych i limskiego muru przedstawiono przykłady dyskryminacji mieszkańców osiedli popularnych przez warstwy wyższe. W pracy wzięto pod uwagę również eksperymentalne działania władz mające na celu rozwiązanie problemu mieszkaniowego panującego w miastach.

The aim of this paper is to analyze and compare the living conditions and political situation of people living in the villas of Buenos Aires and barriadas of Lima. Policies applied in both cities to marginal neighborhoods and their impact on the population living in the settlements are analyzed. Comparisons will be made between the condition of education, the labor market, and the housing and poverty conditions prevailing in villas and barriadas. Based on Argentina's gated settlements and the Lima’s wall are presented examples of discrimination against residents of popular settlements by the upper strata. The paper also considers experimental government efforts to solve the housing problem prevailing in the cities.
