Barriers and stimulators of the development of small and medium enterprises on the example of selected enterprises operating in Krakow

Celem pracy jest ukazanie istoty sektora małych i średnich przedsiębiorstw oraz polityki wsparcia wobec sektora. Ponadto w pracy dokonano identyfikacji barier oraz stymulatorów MSP funkcjonujących w Krakowie wraz z wytycznymi dla polityki wsparcia sektora. Do stworzenia części teoretycznej pracy wykorzystano literaturę przedmiotu, przepisy prawne, źródła internetowe oraz raporty. Za technikę badawczą posłużył wywiad indywidualny pogłębiony przeprowadzony na 5 respondentach. MSP stanowią istotny element życia gospodarczego wielu krajów w tym także Polski. W rejestrze REGON na koniec 2017 roku mikroprzedsiębiorstwa stanowiły 96,2%, małe 2,8% oraz 0,8% średnie. MSP w sposób aktywny uczestniczą w wytarzaniu PKB oraz kreowaniu miejsc pracy. Korzystają z pomocy instytucji otoczenia biznesu, świadczących usługi różnego typu. Także Unia Europejska przypisuje sektorowi małych i średnich przedsiębiorstw szczególnie istotną rolę. W związku z tym przeprowadza wiele działań potęgujących rolę sektora na rynku m.in przy pomocy programów operacyjnych. Przedsiębiorstwa działające w Krakowie napotykają na swojej drodze tego samego typu utrudnienia oraz szanse rozwojowe, co przedsiębiorstwa działające w innym mieście czy regionie. Występuje jednak różnica w hierarchizacji tychże czynników. Badania wykazały, że najtrudniejszą do przezwyciężenia barierą jest człowiek oraz jego zachowania oraz predyspozycje. Natomiast ważnym stymulatorem dla MSP funkcjonujących w Krakowie jest poziom życia lokalnej społeczności wyrażający się dużą chłonnością rynku.

The aim of the work is to show the essence of the sector of small and medium enterprises and the policy of support to the sector. In addition, the work identifies barriers and stimulators of small and medium enterprises operating in Krakow along with guidelines for the sector's support policy. To create the theoretical part of the work the literature of the subject, legal regulations, Internet sources and reports were used. The research technique was the in-depth personal interview conducted on 5 respondents.Small and medium enterprises are an important element of the economic life of many countries, including Poland. In the REGON register at the end of 2017, microenterprises accounted for 96.2%, small 2.8% and medium-sized 0.8%. Small and medium-sized enterprises actively participate in the creation of GDP and creation of jobs. They use the help of business environment institutions providing various types of services. The European Union also assigns a particularly important role to the sector of small and medium-sized enterprises. In connection with this, it conducts many activities enhancing the role of the sector on the market, among others using operational programs.Enterprises operating in Kraków face the same type of impediments and development opportunities as enterprises operating in another city or region. However, there is a difference in the hierarchy of these factors. Studies have shown that the most difficult barrier to overcome is man and his behavior and predispositions. However, an important stimulus for SMEs functioning in Krakow is the standard of living of the local community expressing high market absorption.
