Federalism as a constitutional model for the European Union. Between policy and practice.

Federalizm, od początku procesu budowania zjednoczonej Europy, stanowi jedną z głównych teorii integracji, budząc wśród europejczyków skrajne emocje. Koncepcja powołania państwa federalnego na gruncie suwerennych państw współczesnej Europy niemal od zawsze miała swoich zagorzałych zwolenników, jak i zdecydowanych przeciwników. Za sprawą głośnych wypowiedzi kluczowych polityków Starego Kontynentu idea ta przeżywa obecnie swój renesans. Fakt ten skłonił autora niniejszej pracy do podjęcia rozważań nad przyszłością Unii Europejskiej.Celem niniejszej pracy, jest dokonanie kompleksowej analizy procesów integracyjnych zachodzących od ponad pół wieku w Europie. Dzięki badaniom procesów historycznych zachodzących w ramach integracji europejskiej, oraz interpretacji obowiązujących norm prawnych, autor dokona oceny aktualnego kształtu ustrojowego UE. Na podstawie szczegółowych danych statystycznych dotyczących postrzegania tak obecnego, jak i przyszłego kształtu Unii Europejskiej, określony zostanie aktualny stosunek europejczyków do organizacji. Podjęta zostanie także próba określenia oczekiwań obywateli wobec przyszłego kształtu Unii.Na podstawie uzyskanych danych sformułowane zostaną wnioski dotyczące możliwości przekształcenia Unii Europejskiej w państwo federalne.

Federalism, from the beginning of the process of building a united Europe, is one of the main theories of integration, waking among Europeans extreme emotions. The concept of the establishment of a federal state based on the european sovereign states has nearly always had its ardent supporters and resolute opponents. Through the well-known statements of key politicians of the Old Continent, the idea of federalisation is currently experiencing a renaissance. This fact prompted the author of this work to take the debate on the future of the European Union.The main aim of this work is to make a comprehensive analysis of the integration processes taking place for over half a century in Europe. By means of research of the historical processes taking place in the framework of European integration as well as interpretation of the current law regulations, the author will assess the current shape of the EU. On the basis of detailed statistical data of the perception of current and future shape of the European Union, the author will define the current ratio of Europeans to the organization. Author will also attempt to identify the expectations of the citizens on the future shape of the EU.On the basis of the obtained data conclusions concerning the possibility of transforming the European Union into a federal state will be formulated.
