Predistribution as a tool for tackling social inequalities based on the example of the Preston Model

Celem niniejszej pracy licencjackiej jest przedstawienie problemu nierówności oraz sposobów na ich zmniejszanie. Jak się okazuje, wraz z biegiem lat skala nierówności w krajach rozwiniętych nie maleje. W pracy przedstawiono źródła i konsekwencje rozwarstwienia społeczeństwa, a także wymiary współczesnych nierówności. Kluczową częścią pracy jest przedstawienie rozwiązań dotyczących niwelowania nierówności, które są postulowane przez współczesnych ekonomistów. W pracy wykorzystano teorię finansów publicznych, a mianowicie przestawiono ich funkcję redystrybucyjną. Następnie analizie poddana została idea predystrybucji, którą porównano z politykami redystrybucyjnymi. W badaniu podjęto próbę pokazania pozytywnego wpływu praktyk predystrybucyjnych na wzrost dobrobytu lokalnych społeczności. W tym celu wykorzystano opis idei Community Wealth Building, na podstawie której wprowadzono szereg rozwiązań w brytyjskim mieście Preston. Z przeprowadzonej analizy wysunięto wniosek, że skupienie się na efektywnym wykorzystaniu lokalnego potencjału przynosi pozytywne skutki w walce z nierównościami.

The subject of this bachelor’s thesis is the problem of inequality and the ways in which it can be reduced. It has been shown that the scale of inequality in developed countries does not decrease over the years. This paper presents the sources and consequences of the stratification of society, as well as the dimensions of contemporary inequality. The key part of this thesis is to present what solutions for tackling inequality are advocated by modern economists. The theory of public finance was used in this paper, namely its redistributive function. The concept of predistribution was then analysed and compared with redistribution policies. The study attempts to show the positive impact of predistributive practices on increasing the welfare of local communities. For this purpose, a description of the idea of Community Wealth Building was used, based on which several solutions were introduced in the British city of Preston. The study concludes that focusing on the effective use of local potential has a positive effect on tackling inequality.
