The activities of the Customs and Tax Service officers on the example of the Lesser Poland voivodeship Mobile Control Department of Customs and Tax Office.

Niniejsze opracowanie dotyczy działalności funkcjonariuszy Kontroli Mobilnej Służby Celno-Skarbowej, związanej ze zwalczaniem szarej strefy w transporcie drogowym. Praca zaczyna się od wstępu, po którym następują cztery rozdziały oraz zakończenie.Pierwszy rozdział zawiera informacje dotyczące zagadnień metodologicznych oraz cel i przedmiot prowadzonych badań. W rozdziale II zostały umieszczone informacje na temat obecnej struktury organizacyjnej Małopolskiego Urzędu Celno-Skarbowego. Ponadto rozdział ten ukazuje zakres uprawnień funkcjonariuszy oraz ich współpracę z innymi instytucjami. Rozdział III został poświęcony omówieniu trzem najważniejszym obszarom działań funkcjonariuszy, którymi są kontrola przewozu towarów wrażliwych, kontrola przewozu towarów niebezpiecznych oraz kontrola przewozu odpadów. W rozdziale tym omówiono również procedurę kontroli rodzaju paliwa ze zbiornika samochodu. Wyniki przeprowadzonych badań autor przedstawił w ostatnim rozdziale. W którym została dokonana analiza zebranych informacji, a jej efekty zostały umieszczone w poszczególnych tabelach. W zakończeniu autor umieścił wnioski z przeprowadzonych badań. Autor zaproponował wdrożenie koniecznych zmian, wynikających z przeprowadzonej analizy, które mogą przyczynić się do eliminacji szarej strefy w obszarze transportu drogowego oraz pozytywnie wpłynąć na efekty działań funkcjonariuszy.

This paper deals with activities of Mobile Control officers of the Customs and Tax Control Service related to combating the black economy in Road transport. The work begins with an introduction followed by four chaptersand a conclusion.The first chapter contains informationon methodological issues and the aimand subject of the research. Chapter II contains information on the current organizational structure of the Lesser Poland voivodeship Mobile Control Department of Customs and Tax Office. In addition, the chapter show the scope of officers' powers and their cooperation with other institutions. Chapter III is devoted to discussingthe three most important areas of officers' activities, which are the control of transport of sensitive goods, the control of transport of dangerous goods and the control of transport of waste. The chapter also discusses the procedure for checking the type of fuel from the car's tank. The author presented the results of the conducted research in the last chapter. In which the analysis of the collected information has been made and its results have been placed in individual tables. In the conclusion, the author placed the conclusions from the conducted research. Theauthor proposed implementation of then ecessary changes, resulting from the analysis conducted, which may contribute to the elimination of the black economy in the area of road transport and have a positive impacton the performance of officers.
