Sex trafficking in Europe from 1990 to 2022

Praca opisuje funkcjonowanie handlu ludźmi na tle seksualnym w Europie w latach 1990-2022. Pierwszy rozdział porusza problem mylenia definicji handlu ludźmi w celach seksualnych z nielegalnym przemytem ludzi oraz migracją w celach świadczenia usług seksualnych. Następnie omówiony zostaje proces tworzenia się międzynarodowej definicji handlu ludźmi oraz podejścia organizacji międzynarodowych do tego przestępstwa, na przykładzie Organizacji Narodów Zjednoczonych, Unii Europejskiej i Rady Europy. Kolejny rozdział opisuje charakterystykę i mechanizmy funkcjonowania handlu ludźmi w Europie na podstawie danych i raportów Biura ONZ ds. Narkotyków i Przestępczości. Omówione zostały również metody werbowania i łamania ofiar, a także czynniki wpływające na podatność niektórych grup do padnięcia ofiarą handlu ludźmi. Wreszcie, przeanalizowano zmiany jakie zaszły w handlu ludźmi na tle seksualnym w związku z pandemią COVID-19.

The paper examines the operation of human trafficking for sexual purposes in Europe from 1990 to 2022. The first chapter addresses the issue of conflating the definitions of human trafficking for sexual purposes with illegal human smuggling and migration for the purpose of providing sexual services. Subsequently, we discuss the process of establishing an international definition of human trafficking and the approaches of international organizations to the crime itself, with a focus on the United Nations, the European Union, and the Council of Europe. The next chapter describes the characteristics and mechanisms of human trafficking in Europe based on data and reports from the United Nations Office on Drugs and Crime. The methods of recruiting and coercing victims are also discussed, as well as factors influencing the vulnerability of certain groups to become victims of human trafficking. Finally, we conducted analysis of the changes that have occurred in human trafficking for sexual purposes in the context of the COVID-19 pandemic.
