Political perspectives of the accession of Bosnia and Herzegowina to the European Union

Celem niniejszej pracy jest omówienie perspektyw wejścia Bośni i Hercegowiny do Unii Europejskiej analizując kontekst historyczny oraz obecną sytuację wewnętrzną w państwie. Praca przywołuje szeroki kontekst historyczny kształtowania się państwowości Bośni i Hercegowiny w obecnym kształcie skupiając się na różnicach etnicznych, które grały dużą rolę podczas wojny w państwie w latach dziewięćdziesiątych. Ponadto praca przedstawia dotychczasowe działania Bośni i Hercegowiny w procesie integracji europejskiej oraz działania samej Unii Europejskiej i jej polityki rozszerzenia na państwa Bałkanów Zachodnich. Ponad wszystko, praca skupia się na obecnej sytuacji w Bośni i Hercegowinie opisując nastroje panujące wśród aktorów politycznych oraz społeczeństwa wobec rozszerzenia, a także porusza kwestię zagrożenia stabilności wewnętrznej kraju, w związku z ingerencją w sprawy wewnętrzne Bośni i Hercegowiny takich państw jak Rosja czy Turcja. Równocześnie kluczowym elementem pracy jest omówienie reform jakie Bośnia i Hercegowina musi przeprowadzić aby zharmonizować administrację, sądownictwo oraz ordynację wyborczą ze standardami Unii Europejskiej, przytaczając orzeczenia Europejskiego Trybunału Praw Człowieka przeciw Bośni i Hercegowinie jako wskaźnik deficytu demokracji w państwie.

The aim of this paper is to discuss the prospects of Bosnia and Herzegovina's accession to the European Union by analysing the historical context and the current internal situation in the country. The paper recalls the broad historical context of the formation of Bosnia and Herzegovina's statehood in its present form, focusing on the ethnic differences that played a major role during the war in the country in the 1990s. In addition, the paper presents Bosnia and Herzegovina's activities in the European integration process to date, as well as the activities of the European Union itself and its enlargement policy towards the countries of the Western Balkans. Above all, the paper focuses on the current situation in Bosnia and Herzegovina, describing the mood of political actors and society towards enlargement and addressing the threat to the country's internal stability posed by the interference of countries such as Russia and Turkey in Bosnia and Herzegovina's internal affairs. At the same time, a key element of the paper is a discussion of the reforms that Bosnia and Herzegovina needs to carry out in order to harmonise its administration, judiciary and electoral law with the standards of the European Union, citing the rulings of the European Court of Human Rights against Bosnia and Herzegovina as an indicator of the country's democratic deficit.
