The activity of accredited paying agencies in Poland

Celem przewodnim niniejszej pracy było przedstawienie działalności akredytowanych agencji płatniczych w Polsce. W pracy podkreślono rolę polityki wspólnotowej Unii Europejskiej a mianowicie Wspólnej Polityki Rolnej. Przedstawienie celów oraz zasad tejże polityki było niezbędne dla właściwego zrozumienia realizowanych przez agencje mechanizmów. Niniejsza praca zawiera analizę reform od momentu powstania Wspólnej Polityki Rolnej do tych realizowanych obecnie.W rezultacie tychże reform głównym instrumentem wsparcia stał się system dopłat bezpośrednich, który stanowi integralną część pracy. Istotne znaczenie w tym zakresie pełni Agencja Restrukturyzacji i Modernizacji Rolnictwa, która jest obecnie jedyną agencją w Polsce przyznającą dopłaty bezpośrednie. Od momentu przystąpienia do Unii Europejskiej w Polsce funkcjonowały dwie akredytowane agencje płatnicze. W pracy zawarty został opis przemian oraz wyniki prac agencji. Osiągnięcia i niepowodzenia zostały dodatkowo przedstawione w postaci danych liczbowych obejmujących ilość wpływających wniosków administracyjnych, wydawanych decyzji oraz wielkość wypłacanych środków finansowych. W związku z utworzeniem Krajowego Ośrodka Wsparcia Rolnictwa przestała istnieć Agencja Rynku Rolnego, której głównym zadaniem była stabilizacja rynku rolno - spożywczego, działania promocyjne oraz informacyjne.

The main purpose of this paper was to present the activities of accredited paying agencies in Poland. The work underlined the role of Community policy of the European Union, namely the Common Agricultural Policy. The presentation of the objectives and principles of this policy was essential for a proper understanding of the mechanisms implemented by the agencies. This paper provides an analysis of the reforms since the Common Agricultural Policy has been developed to those currently implemented.As a result, these reforms became the main support instrument of the direct subsidy system, which is an integral part of the work. The Agency for Restructuring and Modernization of Agriculture, which is currently the only agency in Poland granting direct subsidies, is of vital importance.Since the accession to the European Union, two accredited paying agencies have been operating in Poland. The paper describes the changes and the results of the agency's work. Achievements and failures were additionally presented in numerical terms, including the number of administrative requests, the decisions being issued, and the amount of money disbursed. Due to the establishment of the National Center for Agricultural Support, the Agricultural Market Agency ceased to exist, whose main task was to stabilize the agro - food market, promotion and information activities.
