The influence of the election method on the election results: the example of Polish elections for the Sejm in 2001-2019

Praca poświęcona jest wpływowi systemu wyborczego na rezultaty wyborów. Autor, stosując metody ilościowe m.in indeks Gallaghera oraz alternatywną autorską metodą mierzenia odchylenia proporcjonalności poprzez zsumowanie wartości bezwzględnej różnicy pomiędzy procentem uzyskanych głosów a procentowym udziale w podziale mandatów, oraz na wyciągnięciu średniej z sumy wartości bezwzględnych dla komitetów, które brały udział w podziale mandatów. Powyższe metody stosowane są do badania poziomu wpływu progów wyborczych oraz alternatywnie stosowanych metod d'Hondta i Sainte-Leguë. Praca składa się z 4 rozdziałów. Pierwszy opisuje metodologię oraz jej mankamenty. Rozdział drugi opisuje teorię dotyczącą systemów wyborczych oraz przedstawia najpopularniejsze systemy i metody wyborcze.Rozdział trzeci opisuje polskie doświadczenia z ordynacjami wyborczymi, wraz z inicjatywami i sporami o ich kształt od roku '89 ukazując jak wpływały one na przebieg wyborów, zarówno na etapie przeliczania wyników na mandaty, jak i na etapie kształtowania list i tworzenia porozumień politycznych, co stanowi opisowe uzupełnienie metod ilościowych, które w ograniczony sposób mogą uchwycić te zjawiska.Czwarty rozdział jest przedstawieniem autorskich wyliczeń w których autor przedstawił 4 warianty dla każdej z 6 elekcji w latach 2001-2019, czyli zastosowanie metody d'Hondta lub Sainte-Leguë, obie w wariancie z progami lub bez progów wyborczych i jak wpłynęło to wynik wyborów w tym indeks Gallaghera, procent głosów zmarnowanych (oddanych na komitety, które nie uzyskały żadnego mandatu), sumę odchylenia od proporcjonalności podziału i nadreprezentację zwycięzcy wyborów w podziale mandatów.

The paper is devoted to the impact of the electoral system on election outcomes. The author, using quantitative methods such as the Gallagher index and the author's alternative method of measuring proportionality deviation by summing up the absolute value of the difference between the percentage of votes obtained and the percentage of seats distributed and drawing an average from the sum of the absolute values for the committees that participated in the distribution of seats. The above methods are used to examine the level of influence of electoral thresholds and alternatively the d'Hondt and Sainte-Leguë methods are used. The paper consists of 4 chapters. The first describes the methodology and its shortcomings. The second chapter describes the theory behind electoral systems and presents the most popular electoral systems and methods.The third chapter describes the Polish experience with electoral systems, together with initiatives and disputes over their design since '89, showing how they influenced the course of elections, both at the stage of converting results into seats and at the stage of forming lists and political agreements, which is a descriptive complement to quantitative methods that can only capture these phenomena in a limited way.The fourth chapter is a presentation of the author's calculations in which the author presented 4 variants for each of the 6 elections between 2001 and 2019, i.e. the use of the d'Hondt or Sainte-Leguë method, both with or without electoral thresholds, and how this affected the outcome of the elections including the Gallagher index, the percentage of wasted votes (votes cast for committees that did not win any seats), the sum of the deviation from proportionality of the distribution and the over-representation of the winner of the elections in the distribution of seats.
