An Inevitable Disaster: Selected Aspects of the Chernobyl Disaster in the Light of the Documents of KGB of the Ukrainian SSR from 1971-1986

Praca magisterska ma na celu opisanie kilku wybranych aspektów katastrofy czarnobylskiej w świetle dokumentów KGB USRR z lat 1971-1986. Dwa zbiory niedawno odtajnionych dokumentów dotyczących katastrofy czarnobylskiej opublikowane przez Wydzielone Państwowe Archiwum Służby Bezpieczeństwa Ukrainy, Instytut Historii Ukrainy Narodowej Akademii Nauk Ukrainy i Ukraiński Instytut Pamięci Narodowej w 2019 i 2020 r. rzuciły nowe światło na sposób prowadzenia budowy i eksploatacji Czarnobylskiej Elektrowni Atomowej w okresie przedawaryjnym, a także na wiele różnych aspektów samej katastrofy i związanych z nimi działań funkcjonariuszy KGB USRR. Lektura dokumentów dotyczących pierwszych dwóch wspomnianych powyżej kwestii doprowadziła autora do wniosku, iż katastrofa we wspomnianej elektrowni była rzeczą nieuniknioną, stąd pierwszy człon tytułu niniejszej pracy. Praca składa się ze wstępu, czterech rozdziałów, zakończenia i bibliografii. Pierwszy rozdział pracy zawiera opis historii Czarnobylskiej Elektrowni Atomowej w latach 1965-1972, czyli od powstania pomysłu jej budowy, poprzez początki jej budowy, do momentu formalnego objęcia obiektu kontrwywiadowczym nadzorem KGB USRR w 1972 r. Drugi rozdział dotyczy dalszej historii elektrowni w latach 1972-1986, czyli aż do momentu awarii. Autor pracy koncentruje się w nim na opisie nieprawidłowości i wypadków podczas budowy oraz eksploatacji elektrowni raportowanych w tym okresie przez funkcjonariuszy KGB USRR. Trzeci rozdział zawiera opis działań funkcjonariuszy KGB USRR i KGB ZSRR podejmowanych w ciągu najbliższych minut, godzin, dni i miesięcy po awarii w 4. bloku energetycznym w nocy z 25 na 26 kwietnia 1986 r. i wynikającej z niej katastrofy. W tym rozdziale autor skupia się przede wszystkim na opisie działań prowadzonych w ramach śledztwa KGB USRR ws. wyjaśnienia przyczyn katastrofy czarnobylskiej. Ostatni i czwarty rozdział pracy odnosi się do wybranego aspektu katastrofy czarnobylskiej, jakim była działalność kontrwywiadowcza podejmowana przez KGB USRR w stosunku do cudzoziemców przebywających na terenie USRR w związku z rozprzestrzenianiem się informacji i plotek na temat awarii w Czarnobylskiej Elektrowni Atomowej, a także wykryciem działalności wywiadów państw zachodnich.

The aim of this master’s thesis is to describe several selected aspects of the Chernobyl disaster in the light of documents of KGB of the Ukrainian SSR dating from 1971 to 1986. Two collections of recently declassified documents concerning the Chernobyl disaster, published by the Sectoral State Archive of the Security Service of Ukraine, Institute of History of Ukraine of the National Academy of Sciences of Ukraine, and Ukrainian Institute of National Memory in 2019 and 2020, shed new light on the construction and operation of the Chernobyl Nuclear Power Plant in the pre-disaster period, as well as on various aspects of the disaster itself and the actions of officers of KGB of the Ukrainian SSR. The review of documents regarding the first two of the aforementioned issues led the author to the conclusion that the disaster at the power plant was inevitable, which explains the first part of the title of this thesis. The thesis consists of an introduction, four chapters, a conclusion, and a bibliography. The first chapter describes the history of the Chernobyl Nuclear Power Plant from 1965 to 1972, from the inception of the idea to its construction, up to the moment when the plant was formally placed under the counterintelligence supervision of the KGB of the Ukrainian SSR in 1972. The second chapter deals with the further history of the plant from 1972 until the accident in 1986. In this chapter, the author focuses on the description of improprieties and accidents during the construction and operation of the plant reported by KGB officers during this period. The third chapter describes the actions of the KGB of the Ukrainian SSR and the KGB of the USSR in the minutes, hours, days, and months following the accident at the 4th reactor on the night of April 25-26, 1986, and the resulting disaster. In this chapter, the author primarily focuses on the investigation into the causes of the Chernobyl disaster. The fourth and final chapter addresses a selected aspect of the Chernobyl disaster, specifically the counterintelligence activities conducted by the KGB of the Ukrainian SSR against foreigners present in the Ukrainian SSR due to the spread of information and rumors about the Chernobyl disaster, as well as the detection of Western intelligence activities.
