Contemporary local government heraldry of Konin County

Niniejsza praca koncentruje się na przedstawieniu stanu współczesnej heraldyki samorządowej powiatu konińskiego. Wspomniana jednostka administracyjna znajduje się we wschodniej części województwa wielkopolskiego. Tworzy ją 14 gmin. Spośród nich 5 zaliczane jest do kategorii miejsko- wiejskich: Golina, Kleczew, Rychwał, Sompolno, Ślesin. Z kolei pozostałych 9 posiada status jednostek wiejskich: Grodziec, Kazimierz Biskupi, Kramsk, Krzymów, Rzgów, Skulsk, Stare Miasto, Wierzbinek, Wilczyn. Pierwszy rozdział zawiera krótki rys historyczny heraldyki samorządowej, a mianowicie od początku funkcjonowania herbów, jako znaków ziemskich do czasów współczesnych. W tej części pracy uwzględniony został także dotychczasowy stan badań nad współczesną heraldyką samorządową. W drugim rozdziale omówiono najważniejsze akty prawne dotyczące tematu z uwzględnieniem nieścisłości oraz błędów, które zawierają. W trzecim przedstawione zostały podstawowe zasady tworzenia herbów samorządowych oraz pomyłki heraldyczne nadal funkcjonujące, bądź niedawno skorygowane. Czwarty rozdział stanowi najważniejszą część pracy. Omówiono w nim wszystkie herby samorządowe powiatu konińskiego. Poza przybliżeniem dziejów poszczególnych jednostek administracyjnych, kolejno przedstawiono dostępne dokumenty wprowadzające herby do użytku oraz poddano blazonowaniu same znaki reprezentacyjne. Materiały źródłowe w dużej mierze stanowiły: uchwały Rad Powiatowych, Miejskich i Gminnych, ich Statuty, korespondencję władz poszczególnych jednostek z Komisją Heraldyczną oraz dostępne uzasadnienia heraldyczne. Ich analiza pozwoliła stwierdzić, że w powiecie konińskim 7 gmin identyfikuje się znakami o wątpliwej poprawności heraldycznej, ze względu na brak poszczególnych dokumentów oraz fakt, iż ich projekty nie zostały poprzedzone badaniami historyczno-archiwalnymi. Nie ma zastrzeżeń natomiast do herbów pozostałych 5 gmin oraz samego powiatu konińskiego. Należy jednak pamiętać, iż powyższa sytuacja nie jest zadowalająca. W celu jej poprawy wskazane jest podjęcie badań o charakterze historyczno- heraldycznym na terenie każdej z jednostek terytorialnych, której znak nie jest w pełni udokumentowany.

The main objective of this BA dissertation is to present the governmental heraldry of the Konin County. Local government of Konin is situated in the eastern part of the Province of Wielkopolska, which consists of 14 municipalities. Five of them are categorised as urban and rural communes: Golina, Kleczew, Rychwał, Sompolno, Ślesin, whereas the remaining 9 have the status of rural communes: Grodziec, Kazimierz Biskupi, Kramsk, Krzymów, Rzgów, Skulsk, Stare Miasto, Wierzbinek, Wilczyn.First chapter of the thesis is presented as a reconstruction of short historical characteristics of governmental heraldry. The chapter gives detailed information about the beginnings of functioning of coats of arms up until now. This part of the paper discusses also the present conditions of research conducted upon today’s governmental heraldry. Second chapter is dedicated to the descriptions of the most important legal acts which concern heraldry itself and the chapter indicates errors contained in the documents. The third part of the paper considers fundamental rules when creating governmental coats of arms and presents inaccuracies occuring in the area of heraldry.The next chapter of my dissertation is the most crucial. All of the Konin County coats of arms are the key themes there. Besides showing the history of individual administrative units, there are presented the available documents with the list of coats of arms and their representative signs. Source materials used in this paper come from the resolutions passed by Poviat Councils, City Councils and Parish Councils, their Statutes and the correspondence of individual authority’s units with The Heraldry Commission, as well as from the available heraldic justifications. The analysis of the sources led to the conclusion that in Konin County there are up to 7 communes where one can find inexact heraldic recordings due to lack of crucial documents and due to the fact that their projects had not been predated with historical and archival research. Nevertheless, there are no reservations against the remaining 5 ones and the Konin County itself. The ensuing situation is not satisfactory and in order to improve the inaccuracies, historical and heraldical research should be conducted in the communal areas where the coats of arms are of dubious genuineness.
