Praca traktuje o zagadnieniu determinanty faktycznej decyzji administracyjnej. Determinanty stanowią podstawę dla każdej decyzji administracyjnej. W pracy zagadnienie determinanty faktycznej decyzji administracyjnej ograniczone zostało do determinant decyzji wydawanych przez urzędy miasta. Rozmiar pracy nie pozwolił na prezentację szerszego spectrum badań nad zagadnieniem, które jest niezwykle istotne dla prawidłowego funkcjonowania administracji. Prowadzenie administracji, chociażby w zgodzie z wytycznymi Europejskiego Kodeksu Dobrej Administracji, wymusza pewną standaryzację działań prowadzonych przez organy administracji. Zwrócenie uwagi na zagadnienie determinanty faktycznej jest konieczne, aby taką standaryzację i optymalizację przeprowadzić. Praca zawiera szczegółowe analizy determinant decyzji w oparciu o podział urzędowy decyzji administracyjnych.

The thesis deals with the issue of the actual determinants of administrative decision. Determinants are the base for any administrative decision. In the thesis the problem of the actual determinants of administrative decision was reduced to the determinants of decisions by the city authorities. Size of the thesis does not allow to present a wider spectrum of research on the issue, which is extremely important for the proper functioning of the administration. Leading the administration, for example in accordance with the guidelines of the European Code of Good Administration, enforces a certain standardized activities leaded by the authorities. Paying attention to the issue of the actual determinants is essential to conduct the standardization and optimization. The thesis contains a detailed analysis of the determinants of decisions based on official division of administrative decisions.
