Volunteer Fire Department in network character of cooperation for example of Limanowa Municipality

Zasadniczym celem pracy była analiza i przedstawienie powiązań pomiędzy jednostkami Ochotniczej Straży Pożarnej oraz wskazanie sieciowego charakteru współpracy tychże jednostek w ramach szerszych organizacji takich jak Związek Ochotniczych Straży Pożarnych oraz Krajowy System Ratowniczo-Gaśniczy. Pierwsze dwa rozdziały, będące rozdziałami opisowymi, poświęcone zostały zagadnieniom terminologicznym związanym z problematyką organizacji sieciowej oraz problematyką Ochotniczych Staży Pożarnych, ze szczególnym uwypukleniem specyfiki Ochotniczych Straży Pożarnych funkcjonujących na terenie Gminy Limanowa. Na tle zagadnień teoretycznych, w kolejnym rozdziale zaprezentowane zostały wyniki badań empirycznych przeprowadzonych przez autora. Na podstawie uzyskanych wyników badań w czwartym rozdziale dokonano odpowiedzi na postawione problemy badawcze. W pracy szczególny nacisk został położony na opis specyfiki organizacji sieciowej w aspekcie uwarunkowań funkcjonowania Ochotniczych Straży Pożarnych w Polsce. Zarówno teoretyczno-opisowa jaki i badawczo-analityczna część pracy stały się podstawą określenia ogólnej tezy i szczegółowych wniosków pracy w zakresie określenia czy jednostka Ochotniczej Straży Pożarnej należąca do Związku Ochotniczych Straży Pożarnych oraz działająca w ramach Krajowego Systemu Ratowniczo-Gaśniczego tworzą organizację sieciową. Pracę wieńczy opis funkcjonowania Ochotniczych Straży Pożarnych w ramach tych systemów ukazujący cechy mogące świadczyć o „sieciowości” tych organizacji.

The primary objective of the thesis was to analyse and present connections between the Volunteer Fire Department units, as well as to emphasize the network character of cooperation between these units within the scope of much more expansive organisations, such as the National Union of Volunteer Fire Departments or the National Emergency and Fire System.The first two chapters, which are descriptive in their character, are devoted to terminology associated with problems that a network organisation faces, along with Volunteer Fire Department related issues. Particular attention has been paid to the specificity of Volunteer Fire Departments functioning within the premises of Limanowa Municipality.Following the theoretical notions, the subsequent chapter includes results of empirical studies conducted by the author.Basing on the obtained test results, chapter number four provides responses to the described research problems.The thesis focuses mainly on the description concerning the specificity underlying the network organisation in the aspect of conditions relating the functioning of Volunteer Fire Departments in Poland. Both the theoretical and the descriptive part, as well as the research and analytical chapters have become the basis to establish the general argument, along with detailed conclusions stated in the thesis, namely to determine whether Volunteer Fire Department unit being a part of the National Union of Volunteer Fire Departments and acting within the scope of the National Emergency and Fire System constitutes a part of a network organisation. The thesis ends with the description focusing on the functioning of the Volunteer Fire Departments within the scope of these systems, revealing the features that can support the "network character" of these organisations.
