Analysis and evaluation of the effectiveness of the ISO 9000 quality management system in the public administration on the example of the District Office in Wadowice.

Celem pracy magisterskiej jest ocena zgodności systemu zarządzania jakością w Starostwie Powiatowym w Wadowicach z wymaganiami zawartymi w normie ISO 9001:2008. Starostwo zajmuje się wykonywaniem zadań publicznych w sposób zgodny z wymaganiami prawa w celu zrealizowania zbiorowych oraz indywidualnych potrzeb mieszkańców. Omawiane Starostwo posiada wdrożony system zarządzania jakością co zostało poparte odpowiednim certyfikatem. Badanie skupiające się na ocenie funkcjonowania systemu zarządzania jakością w omawianym urzędzie poprzedzone zostało częścią teoretyczną z obszaru zarządzania jakością. Część teoretyczna opiera się przede wszystkim na publikacjach naukowych oraz badawczych. Badanie zostało przeprowadzone za pomocą obserwacji własnej, wywiadu z Pełnomocnikiem ds. SZJ w Starostwie Powiatowym w Wadowicach oraz przy pomocy zebranych informacji z zakresu funkcjonowania systemu np. działania korygujące, działania zapobiegawcze, Księga jakości. W toku badania udało się wykazać zgodność systemu urzędu z wymaganiami normy. Zebrane informacje pozwoliły autorowi pracy na wyróżnienie kilku potencjałów do dalszego doskonalenia w przyszłości. Badany podmiot wykazuje wysoki poziom spełnia wymagań o czym świadczyć mogą liczne korzyści wynikające z wdrożenia systemu opartego na normie ISO 9001:2008 oraz nagrody zdobyte w dziedzinie jakości tj. nagroda Najwyższej Jakości Quality International.

The purpose of this study was to assess the conformity of the quality management system in the District Office in Wadowice with the requirements of ISO 9001: 2008. The district is engaged in the performance of public tasks in a manner consistent with the requirements of the law in order to realize the collective and individual needs of the inhabitants. The Starosty has implemented a quality management system, which is backed by a proper certificate. A study focusing on the evaluation of the quality management system in this office was preceded by a theoretical part from the quality management area. The theoretical part is based primarily on scientific and research publications. The survey was conducted by self-observation, interview with the QMS Plenipotentiary in the District Office in Wadowice and with the help of collected information on the functioning of the system, eg corrective actions, preventive actions, quality book. In the course of the study, the compliance of the office system with the requirements of the standard was proved. The collected information allowed the author to highlight several potentials for further improvement in the future. The tested entity demonstrates a high level of performance which can be attributed to the numerous benefits of implementing the ISO 9001: 2008-based system as well as the Highest Quality International Award.
