The Polish Ombudsman

Przedmiotem pracy jest prezentacja instytucji Rzecznika Praw Obywatelskich w Polsce oraz analiza jego działalności w latach 2010-2012. Praca składa się z 4 rozdziałów. Pierwszy rozdział, zatytułowany „System ochrony praw i wolności człowieka”, przedstawia genezę i istotę praw i wolności, wyjaśnia pojęcia: „prawa człowieka” i „prawa obywatelskie”. Zaprezentowano w nim także instytucjonalne gwarancje ochrony praw i wolności. Drugi rozdział mówi o historii urzędu ombudsmana na świecie oraz o jego ogólnych cechach i podstawowej klasyfikacji. Trzeci rozdział traktuje o genezie instytucji polskiego ombudsmana, a także o jego pozycji ustrojowej. Rozdział czwarty zawiera analizę roli Rzecznika, jego kompetencji i obowiązków. Przedmiotem ostatniej części tego rozdziału jest działalność Rzecznika Praw Obywatelskich w latach 2010-2012 .

The subject of the thesis is to present the Ombudsman institution in Poland and to analyse its activities in 2010-2012. The thesis consists of four chapters. The first chapter, entitled “human rights protection system", shows genesis and essence of the rights and freedoms, explains expressions " human rights "and" civil rights ". It also presents institutional guarantees of rights and freedoms protection. The second chapter is about history of the Ombudsman’s Office in the world, as well as its general characteristics and basic classification. The third chapter is about the genesis of Polish Ombudsman institution and its political position. The fourth chapter provides an analysis of Ombudsman’s role, his competences and duties. The topic of the last part of this chapter is activity of the Polish Ombudsman in 2010-2012.
