Effective investment process in modernising rail infrastructure as a condition for rail transport development in Poland.

Niniejsze opracowanie ujmuje w sposób kompleksowy zagadnienie procesu inwestycyjnego w modernizacji infrastruktury kolejowej w Polsce. W poszczególnych rozdziałach zostały w nim scharakteryzowane kolejne elementy przedmiotowego procesu inwestycyjnego tworząc logiczny wywód prowadzący do sedna problemu. Prowadzona analiza umożliwia czytelnikowi poznanie i zrozumienie czym jest efektywny proces inwestycyjny, zidentyfikowanie obszarów problemowych i odpowiedzenie na pytanie w jakim kierunku powinny pójść zmiany w celu racjonalizacji tytułowego procesu.

This research paper presents in a comprehensive way the issue of the investment process in the modernization of railway infrastructure in Poland. In individual chapters, subsequent elements of the investment process have been characterized, creating a logical argument leading to the core problem. The analysis enables the reader to learn and understand what an effective investment process is, to identify problem areas and to answer the question of what should be the direction of changes in order to rationalize the process in question.
