REGIONAL DEVELOPMENT MANAGEMENT IN THE CONTEXT OF LARGE-SCALE INVESTMENTS: A CASE STUDY OF PROPERTY DISPUTES IN THE CPK PROJECT

Celem pracy jest ocena skuteczności instrumentów zarządzania rozwojem regionalnym, ze szczególnym uwzględnieniem gospodarki nieruchomościami, stosowanych przy przygotowaniu inwestycji Centralnego Portu Komunikacyjnego (CPK). Głównym problemem badawczym jest pytanie o wpływ specustawy o CPK i Programu Dobrowolnych Nabyć na proces inwestycyjny i relacje z mieszkańcami. Zastosowano zagnieżdżone studium jednokrotnego przypadku z analizą danych zastanych i elementami analizy dyskursu, obejmującą akty prawne, raporty NIK (2022, 2024, 2025), stanowiska RPO, dokumenty parlamentarne oraz materiały reprezentujące obie strony sporu — zwolenników (Stowarzyszenie TakDlaCPK) i krytyków. Wyniki wskazują na asymetrię sił, nieefektywność instrumentów osłonowych oraz systemową niewydolność nadzoru, krytykowaną przez obie strony debaty. Praca zawiera rekomendacje wdrożenia modelu współzarządzania terytorialnego w miejsce podejścia technokratycznego.

The thesis evaluates the effectiveness of regional development management instruments, with particular emphasis on property management, applied during the preparation of the Central Communication Port (CPK) investment. The main research problem concerns the impact of the special act on CPK and the Voluntary Acquisition Program on the investment process and relations with residents. A nested single-case study methodology was applied, with desk research and discourse analysis, covering legal acts, NIK reports (2022, 2024, 2025), statements of the Commissioner for Human Rights, parliamentary documents, and materials representing both sides of the dispute — supporters (TakDlaCPK Association) and critics. The findings indicate power asymmetry, ineffective protective tools, and systemic deficiencies in oversight, criticized by both sides. The thesis includes recommendations for implementing territorial co-management instead of a technocratic approach.
