TRANSFORMATION OF THE PARTY SYSTEM IN UKRAINE IN 2000-2010

W pracy omówiono miejsce i rolę partii politycznych w systemie politycznym Ukrainy. Ustalono, że partie polityczne w systemie politycznym społeczeństwa są ważną i niezbędną częścią rywalizacji, oddziaływania i realizacji władzy politycznej. Są to instytucje polityczne, które gromadzą i reprezentują interesy pewnych grup w społeczeństwie i pomagają realizować ich wpływ na działalność rządu, ekonomię, procesy społeczne, stosunki między krajami. Artykuł pokazuje wpływ partii politycznych na modernizację systemu politycznego. Prowadzona jest szczegółowa analiza etapów rozwoju systemu politycznego Ukrainy. Ustalono, że główną przyczyną niedoskonałości systemu politycznego społeczeństwa jest słabo rozwinięty krajowy system partyjny. Wskazano również na takie podstawowe wady systemu partyjnego na Ukrainie w chwili obecnej, jak: słabość instytucjonalna partii politycznych i ich wewnętrzna niedemokracja, izolacja partii politycznych własnych wyborców, personifikacja partii politycznych, brak kultury politycznej i prawnej w stosunkach między partiami politycznymi między większością a mniejszością w parlamencie i nie tylko. Ustalono, że strategia budowania europejskiego stylu systemu partyjnego, oparty na silnej narodowej i odpowiedzialnej partii politycznej, powinien obejmować działania na rzecz: poprawy demokracji i przejrzystości wewnętrznego życia partyjnego; wzmocnienie programu co do zasady frakcji partyjnych w parlamencie i samorządzie; utrzymywanie bliskiego związku z wyborcami partii politycznych, reprezentowanie i ochrona ich interesów; kontrola egzekucji partii politycznych i wymogów non-profit dotyczących obowiązkowej publikacji sprawozdań finansowych w mediach ogólnopolskich; zapewniają ochronę praw członków partii politycznych, w tym prawa do uzyskiwania informacji o działalności finansowej partii, prawa do głosowania i bycia wybieranym do organów partii.

The place and role of political parties in the process of Ukraine’s political system are explored in this article. It is established that political parties in the political system of society is an important and necessary part of competition, the impact and the realization of political power. They are the political institutions that accumulates and represents the interests of certain groups in society and help realize their influence on the activities of government, economics, social processes, relations between countries. The article shows the influence of political parties on the modernization of the political system. A detailed analysis of the stages of development of Ukraine’s political system is conducted. It is established that a major cause of imperfections of society’s political system is underdeveloped domestic party system. Also it is outlined such basic shortcomings of party system in Ukraine at present as: the institutional weakness of political parties and their internal undemocratic, isolation of political parties of their own voters, personification of political parties, lack of political and legal culture in the relations between political parties between the majority and minority in parliament and more. It was established that the strategy of building European-style party system, based on a powerful national and responsible political party should include measures to: improving democracy and transparency of internal party life of parties; strengthening program in principle of party factions in parliament and local government; maintaining a close connection with their political party voters, represent and protect their interests; control over the execution of political parties and non-profit requirements for mandatory publication of financial reports in the national media; ensure the protection of the rights of members of political parties, including their right to obtain information about the financial activities of the party, the right to vote and to be elected to the governing bodies of the party.
