The competence of the commune administrator as the executive body of the commune.

Tematem mojej pracy licencjackiej jest klasyfikacja i przedstawienie licznych kompetencji wójta jako organu wykonawczego gminy. Kompetencje te zostały przedstawione na różnych płaszczyznach dlatego w pracy konieczne było dokonanie ich klasyfikacji. Na wstępie pracy zdefiniowane zostało pojęcie i zakres kompetencji wójta. W pracy dodatkowo został również przedstawiony status wójta oraz urzędu, który pomaga mu w realizacji jego zadań i kompetencji. Ponadto praca zawiera zasady wyboru wójta dotyczące czynnego i biernego prawa wyborczego w Polsce. Tryb przeprowadzania wyborów reguluje kodeks wyborczy. Co więcej w pracy znajdują się również orzeczenia sądowe dotyczące wybranych zagadnień związanych m.in z przypisaniem kompetencji wójtowi. W końcowej części pracy w oparciu o ustawę o samorządzie gminnym został dokonany opis przesłanek powodujących wygaśnięcie mandatu. W tym rozdziale dodatkowo zostały określone skutki powodujące wygaśnięcie mandatu wójta oraz sposoby w jakich ono następuje.

The subject of my BA thesis is the classification and presentation of numerous competences of the commune head as the executive body of the commune. These competences were presented at various levels, therefore it was necessary to classify them at work. At the beginning of the work, the concept and scope of competence of the commune head was defined. The work also presents the status of the commune head and the office, which helps him in the implementation of his tasks and competences. In addition, the work contains the rules of choosing a village mayor regarding active and passive electoral law in Poland. The procedure for conducting elections is governed by the electoral code. What's more, the work also includes court rulings regarding selected issues related to with assignment of competence to the commune administrator. In the final part of the work, based on the act on municipal government, a description of the reasons leading to the expiration of the mandate was made. In this chapter, the effects resulting in the expiry of the mandate of the head of the commune head and the ways in which it takes place are additionally determined.
