Whistleblowing in cope against corruption

Celem pracy jest ustalenie istoty instytucji sygnalistów i jej wpływu na przeciwdziałanie korupcji oraz wskazanie problemów z implementacją tego rozwiązania. Przedmiot pracy stanowią wyniki analizy badań prowadzonych z wykorzystaniem metod właściwych dla dyscypliny nauk o zarządzaniu i jakości. Według założeń autorki w Polsce istnieją konkretne bariery prawne, organizacyjne oraz społeczne, utrudniające wykorzystanie instytucji whistleblowingu w polskim ustawodawstwie. Jednocześnie dostrzega w sygnalizowaniu zastosowanie w działaniach antykorupcyjnych. Przeprowadzone badania wskazują na pozytywny odbiór działań sygnalistów, a także potrzebę uregulowania omawianego zagadnienia konkretnymi normami prawnymi.

The purpose of the thesis is to determine the nature of the whistleblower institution and its impact on counteracting corruption as well as to indicate problems with the implementation of this solution. Subject of the thesis are publications on the issues of whistleblowers, legal solutions for legal signaling, as well as sources and data related to the issue of corruption in Poland. According to the author's assumptions, there are specific legal, organizational and social barriers in Poland that hinder the use of whistleblowing in Polish legislation. At the same time, author sees in signaling the use of anti-corruption measures. The conducted research indicates a positive perception of whistleblowers, as well as the need to regulate the discussed issue with specific legal norms.
