THE PROTECTION OF CHILDREN'S RIGHTS ON A GLOBAL LEVEL FROM THE BELARUSIAN PERSPECTIVE

Przedmiotem niniejszej pracy jest kwestia ochrony praw dzieci w prawie międzynarodowym, ze szczególnym uwzględnieniem sytuacji prawnej i faktycznej na Białorusi. Celem głównym pracy jest przedstawienie norm prawa międzynarodowego oraz białoruskiego, jak również zakresu działalności międzynarodowych i białoruskich organizacji zajmujących się ochroną praw dziecka. W pierwszym rozdziale niniejszego opracowania podjęto przegląd materiałów źródłowych pod kątem problematyki związanej z pojęciem „dziecko”, przytoczono definicję pojęcia „dziecko” oraz określono „prawa dzieci”.Drugi rozdział z kolei został poświęcony międzynarodowym instytucjom działającym na rzecz ochrony praw dziecka. Szczególną uwagę poświęcono wyspecjalizowanym agencjom Organizacji Narodów Zjednoczonych oraz przedstawiono działalność międzynarodowych organizacji pozarządowych, odniesiono się do współpracy tych organizacji z Republiką Białorusi w kwestii ochrony praw dziecka.Ostatni, trzeci rozdział został poświęcony mechanizmom ochrony praw dziecka funkcjonującym na szczeblu krajowym. Przy pisaniu pracy korzystano zarówno z monografii jak i artykułów naukowych, a także z materiałów źródłowych. Szczególne znaczenie dla celów niniejszej pracy odegrały liczne akty normatywne i opracowania publikowane na oficjalne stronie ONZ, jak również Konstytucja i ustawy Republiki Białorusi.

The main subject of the dissertation is the issue of the protection of children's rights in the international law with particular regard to the legal and factual situation in Belarus. The purpose of the dissertation is to present norms of international and Belarusian law as well as the scope of activity of international and Belarusian organizations dealing with the protection of children's rights.The first chapter of the dissertation focuses on the review of the source materials in need to define the term „child”, the definition of „children rights” has been also done.The second chapter of the dissertation is devoted to the international institutions providing their acticity in order to protect the rights of the child. The particular attention has been paid to the specialized agencies of the United Nations and to the activities of the international non-governmental organizations. The cooperation between these organizations and the Republic of Belarus in the sphere of the protection of the rights of the child has been shown in both cases.The third and the last one chapter is entirely related to the mechanisms of the child protection based on the national level.While writing the dissertation, monographs, source materials and scientific articles were used. The numerous legislative acts and publications in the field of child protection published on the official website of the UN played a special role, as well as national legislative acts, specifically Constitution of the Republic of Belarus and the Children Rights Act.
