Regionalna kultura strategiczna w Europie Środkowej: Analiza przypadku Grupy Wyszehradzkiej

Celem niniejszej rozprawy jest ocena istnienia regionalnej kultury strategicznej obecnej we wszystkich czterech państwach członkowskich Grupy Wyszehradzkiej — Polsce, Węgrzech, Czechach i Słowacji. Dokonuje się tego poprzez analizę różnych percepcji, idei i norm obecnych w tych krajach w różnych momentach historycznych, a następnie identyfikację potencjalnych wspólnych porozumień. Oprócz tego przeanalizowano również ogólną koncepcję teoretyczną kultur strategicznych, aby znaleźć odpowiedni sposób na zbadanie wspólnych kultur strategicznych, które istnieją poza tradycyjnym rozumieniem państwa narodowego. W celu dokonania właściwej oceny czterech różnych krajów głównym punktem odniesienia są raporty rządowe dotyczące strategii bezpieczeństwa narodowego, a także prace naukowe opublikowane przez autorów, którzy są ekspertami w dziedzinie wydarzeń politycznych zachodzących w tych krajach lub poświęcili swoje badania na badanie i doskonalenie teorii kultury strategicznej.Choć analiza wykazuje pewne podobieństwa, jeśli chodzi o postrzeganie geopolityki i wspólne doświadczenia wszystkich czterech krajów, to jednak zastosowane ramy teoretyczne nie wskazują na istnienie w regionie takiej nadrzędnej kultury strategicznej. Mimo że praca nie jest w stanie zweryfikować przedstawionej hipotezy, to stworzyła solidne ramy teoretyczne, które mogą być wykorzystane do analizy różnych studiów przypadku w przyszłości.

The aim of this thesis is to assess the existence of a regional strategic culture present throughout the four member states of the Visegrad Group — Poland, Hungary, Czechia and Slovakia. This is done by analysing the various perceptions, ideas and norms present in these countries at different points in history and subsequently identifying potential shared understandings. Apart from this, the theoretical concept of strategic cultures in general is scrutinized as well, in order to find a suitable way to examine shared strategic cultures that exist beyond the traditional nation-state understanding. In order to properly assess the four different countries, government reports concerning national security strategies, as well as scientific papers published by authors who are either experts on the political developments that take place in these nations, or have dedicated their research towards the examination and improvement of strategic culture theory, are the main reference points.While the analysis does show certain similarities when it comes to geopolitical perceptions and shared experiences present in all four countries, the theoretical framework which is used does not indicate that such an overarching strategic culture exists in the region. While the thesis is not able to verify the presented hypothesis, it put forth a rigorous theoretical framework which can be used to analyse different case studies in the future.
